To 'handle this city aviation boom and co-ordinate the development of airport facilities, the planning commission is urged in the report to establish an independent airport agency, with full responsibility and sweeping powers including the licensing of ail ports, regulation of their operation, control over metropolitan air traffic and the right lo construct, operate and lease airport facilities.
