At nearly every campaign rally, part of the crowd will be mumbling to itself all during the candidate's speech. This usually is the lunatic fringe. DECALS Unlike the main segment of the body politic, which goes in strongly for political bumperstickers, lunatic fringers tend to stick decals on their windshields. Or, if they don't have autos, they stick decals on their sunglasses.

SHOES Above the ankles, lunatic fringers dress pretty much like everyone else. But their footwear gives them away. Almost invariably, they wear shoes that are completely inappropriate for the occasion. Deck shoes at formal weddings, hiking boots at yacht parties, etc. So much for recognition factors.

Now to the meat of my survey on the two main issues of the campaign. On the lust issue raised by Playboy's interview with Carter, the lunatic fringe will support any candidate who promises to refrain from premarital and extramarital interviews. On the racial joke issue raised by Earl Butz, the lunatic fringe favors a return to the "little moron" jokes of the 1940s. In an effort to fill that void, I've spent several days stalking the lunatic fringe with notepad and tape recorder.

My findings in a moment. But first, a word about the difficulties of trying to take soundings along the periphery of thebody politic. For one thing, the lunatic fringe is badly fragmented. A voter who is on the lunatic fringe of one issue may be at or near the center on other issues. This schizoid tendency is incompatible with coherent opinion sampling.

Further clouding the picture is a reluctance on the part of many lunatic fringers to admit they are part of the lunatic fringe. In the absence of a saliva test, there is no scientific means of isolating and identifying fringe voters. Within these limitations, however, there are several distinguishing traits that aid in recognition.
