Irvis said the Democrats had not been informed of Lee's proposal.

"I think it is safe to say the $150 million will have to be reconsidered," he said. "Fm sure partisan politics will be forgotten and we'll think about people instead of the dollar bill." Six lawmakers made a helicopter tour of flooded areas money because damage is less than $3,000. "There are thousands of families in this commonwealth who lost everything to their names, and it didn't amount to $3,000. There are others who can't pay back loans, no matter how small the interest." Lee said he would ask the House to use the $150 million which was cut out of the budget last week for flood relief. The Republican delegation and a core of rural Democrats succeeded last week in removing lion General Fund budget last week, but about 30 minor appropriations bills are still pending in that chamber.

The Senate has not begun its floor debate on any of the budget. House Majority Leader K. Leroy Irvis, D-Allegheny, said he would ask the House to immediately begin consideration of flood relief funds. "We have got to help people out, and I don't mean just loans," Irvis said. "There are people who can't get federal Fleming, Allegheny, called the proposal "ridiculous.

The House passed a $3.2 bil "I just don't see how we can miss this week," Fineman said.

"We have to meet somewhere. He said Philadelphia's Benjamin Franklin Hotel confirmed that it had enough space to house the members for the coming week. Hotel officials said the ballroom and conference rooms could be used for sessions and caucuses. House Republican leader Kenneth B. Lee, R-Sullivan, reportedly agreed to Fineman's proposal.

But his Senate counterpart, Minority Leader Robert D. of Harrisburg is underwater. "The members would have no place to stay since the hotels are without water and electric-ity." Any other week of the year, the assembly simply would postpone its session. But the new fiscal year begins on Saturday, and the lawmakers still have not passed a budget. Without a budget, no money can be spent.

So if the legislature does not act before Saturday, all state operations will shut down. By JANE SHOEMAKER HARRISBURG (UPI)-House and Senate leaders were to decide today whether to convene the legislature in the soggy capital city or move it to Philadelphia. The lawmaking body has never left the capital before, but House Speaker Herbert T. Fine-man, D-Philadelphia, author of the plan, said it could be done legally. "These are extaordinary circumstances," he said.

HOUSTON (UPI)-Heart specialist Dr. Michael DeBakey says today's operation on Kentucky Gov. My guilt knows no limits.

But my greatest worry is that I might have injured her eardrum permanently. Mr. R.N.B.,Tex. Dear Mr. Many times a slap over the ear will cause a "blast" effect and injure the eardrum.

The first evidence of it is some blood in the ear canal. Hearing is immediately impaired. Almost always, the injury to the eardrum is temporary. Within a few weeks the ear usually returns to normal. I assume that your daughter has been examined by a doctor or an ear specialist.

This is imperative. Often people are ashamed to admit how such an injury occurred and will avoid getting the opinion and treatment by a doctor. Physicians do not stand in moral judgment of such situations and certainly would not reveal to anyone how such an injury occurred. The chances are very great that the only residue will be your daughter's hurt feelings and your own personal guilt. Both of these caikbe remedied by a respectful talk about the differences that precipitated the unpleasant situation.

Are salt tablets effective in keeping cool in very hot weather? Dear Miss Salt itself does not keep the body cool. Yet it does serve an important function during periods of great physical exertion. Salt is sodium chloride, or Na, or sodium, has a special affinity for retaining water in the body. The water balance is very important to normal healthy functioning of the body. Both salt and fluid are rapidly lost in perspiration when exercising or working in hot weather.

Both should be replenished to maintain that water balance. Some time ago, the United States Army Medical Department suggested that the best way to keep cool and comfortable in desert and jungle areas was a shower or bath in tepid or lukewarm water. It was found that the water helped the body's own cooling system to work better in extreme climates. Additional comfort can be gained by increasing moderately the fluid intake, avoiding alcoholic beverages. A light diet is advantageous.

Most important is not to overextend one's physical capacity during periods of excessive heat. Salt tablets, taken in moderation, when prescribed by a doctor, can be helpful. DR.
