Cadle, wage expert of the Brotherhood of Locomotive Engineers, was examined today before the board arbitrating the wage differences between western railroads and their enginemen, to as certain the" exact meaning of the 16 articles in which the requests of the men are formulated. James M. Sheean, attorney for the railroads, questioned the witness.
