Santa Maria, Times, Sunday, January 22, 19843 fate mmm in im costs Man's body found shot, run over by vehicle DUBLIN (UPI) The body of a man about 25 years old was found by a road Friday night. A spokeswoman for the Alameda County Sheriff's Department said he had been shot and run over by a vehicle. The spokeswoman said the victim was believed to be a Latino male, but had not yet been identified. She said there were as yet no suspects "in the case." judges have disqualified themselves from the case, the state Judicial Council must appoint someone to hear it before a trial date can be set, according to a spokesman from the foundation. Meanwhile, the Abalone Alliance says this year's demonstration shows no sign of waning.

"We have out-of-town groups scheduled to come in clear through February," said alliance spokeswoman Pam Metralf. "As lonar as issue a ruling on the type of defense allowed at the trial of the 1981 defendants before it can begin. About 600 1981 protesters have agreed to abide by the decision that comes out of the trial. Although legislation to reimburse counties that policed the 1981 Diablo action was introduced at the state level, it never passed. San Luis Obispo County did make another attempt to recoup some of its costs by joining in a civil suit against the Abalone Alliance the-sponsor of both the current demonstration and the one held in 1981.

The suit, which requested damages of at least $1 million, was brought by the Pacific Legal Foundation of Sacramento on behalf of both plant workers and the county. Because all San Luis Obispo County "We're trying to cut back this year. We gained experience last year with the Vandenberg (anti-MX) demonstration. Now, we're trying to make do with the bare minimum that can handle the situation," Henn said. Other police agencies from Ventura, Santa Barbara and Monterey counties also ran up bills by providing mutual aid.

San Luis Obispo County's total bill for the 1981 action isn't even "available yet, said Ness. The lastest-estimate was $544,000, with $390,000 of that for law enforcement. More costs will be incurred when a "showcase" trial of some of the1 1981 defendants is held. Judge Kenneth Chotiner of Van Nuys the same one presiding over the current proceedings must people continue to make it happen, it will go on." At the start of the weekend, the arrest county stood at 134. Although no large demonstrations were planned, Metcalf said she expected the arrest number to rise a bit before Monday.

Man, woman burned when sailboat explodes LOS ANGELES (UPI) A man and a woman suffered burns early Saturday in a sailboat explosion, apparently caused by leaking fuel in the bilge, which caused an estimated $16,000 damage.

They were taken to Daniel Freeman Marina Hospital for treatment of first and second degree bums and were listed in fair condition. 100 OCAW workers have tentative pact DENVER (UPI) The Oil, Chemical and Atomic Workers Union Saturday reported tentative contract agreement with Fletcher Oil Co. covering 100 workers at three facilities in California. Jerry Archuleta, OCAW spokesman, said the proposed contracts covered 95 workers at a Fletcher Oil refinery in Wilmington, and five more workers at two Fletcher terminals in San Pedro and Carson.

The Fletcher contract was the latest in a series of agreements that have been dribbling in since Gulf Oil Corp. offered a pattern-settling settlement. By Stephanie Finucane Five-Cities Bureau SAN LUIS OBISPO A budget analyst says it's too early to judge what the current demonstration against the Diablo Canyon nuclear power plant is costing San Luis Obispo County. "But I think the costs are going to be significant, since this will be a long, extended protest," said Tim Ness the county's principle ana- lyst. So far, the county has incurred the cost of overtime hours put in by deputies and Municipal Court workers; it's run up a bill at the county jail, where the Diablo defendants have been housed; and it has paid a visiting judge to preside over arraignments.

Chief Deputy Tony Wood of the sheriff's department said his agency has attempted to keep overtime to a minimum. (Pacific Gas and Electric Co.) is stopping trespassers when they go onto their property, then calling us to come and pick them up," described Wood. The sheriff's force was at its heighth last Sunday, when about 50 deputies were assigned to Diablo. A march drew about 2,000 protesters to the plant that day, and 50 trespassing arrests were made. "We're capturing all our costs on time cards, but we won't have them totalled until the end of the operation," said Wood.

Officer Ron Henn at the California Highway Patrol said the same applies to his agency. CHP officers have served intermittently over the past week, with the biggest force of about 30 on duty last Sunday. In the 1981 demonstration against Diablo, which lasted from Sept. 15 to Sept. 29 and resulted in over 1,900 arrests, the CHP spent $734,672, said Henn.

"The speaker's suggestion that the committee initiate a study is provocative," Rostenkowski said in a statement issued by his office. McCurdy said that he could not comment on the violations because they were based only on preliminary research. Larry Lavagnino of the Southern California Gas. partners with POPCO in the $105 million project, said "we will comply with all 15 conditions" regarding technical improvements to the plant. Conditions include allowing county review of all raw data produced at the plant, that an engineer of the county's choosing be hired to review the plant design, and that regular emergency drills be held. Al McCurdy of the Resource Management Dept. told the county Planning Commission Wednesday that there were almost certainly violations of conditions placed on slightly different from the one informally agreed upon by the Arroyo Grande council.

Rostenkowski noted that the IRS' 1982 audit rate at 1.6 percent is at its lowest level in a generation. The government lost an estimated $81.5 billion in unpaid taxes in 1981 because of some taxpayers' failure to comply with the tax laws. Dole, commenting on the $180 billion-plus federal deficit, said, "I to meet that RMD would have an official release "sometime next week." Lavagnino said his company has received no word of what that release will contain.
