Swedish Official Faces Spy Charges On Saturday By BRACK CURRY STOCKHOLM, Sweden (AP)Col. Stig Wennerstrom goes on trial Saturday as a master spy accused of betraying Sweden's top defense secrets to the Soviet Union over a 15-year period. A jury of nine, including five women, will decide his fate. The prosecution calls him Sweden's most dangerous spy in modern times. It says he has confessed he sold Sweden's op defense secrets to the Soviets from 1948 AP Report until his arrest last June.

He knew a lot about the North Atlantic Treaty Organization's defenses and weapons and presumably passed this on to Moscow but will be tried only for betrayal of Sweden. The story that will unfold includes a ttendance at a Soviet spy school in Moscow while he served as Swedish air attache there; a secret room in his lavish villa where he received radioed instructions from the Russians; and exchanges of microfilm rolls during handshakes with Russians at diplomatic receptions in Stockholm. Wennerstrom moved from one key position to another. Each gave him access to all the information on Sweden's defense plans and its defense forces and to some on he wanted to see. Although neutral Sweden is not a member of NATO he visited NATO military installations.

The 57-year-old colonel is confined in a special cell in Stockholm's police headquarters. He is under 24-hour watch by alternating teams of two guards in an adjacent room. The lights never ire turned out in his cell. He eats with a spoon. He is not permitted to use a knife or fork for fear a suicide attempt.

From 1952 to 1957 he served as Swedish air attache in Washington. The United States honored him with its Legion of Merit when he left. Interrogators took a month to break down Wennerstrom's pleas of innocence. They say he confessed only when confronted with irrefutable evidence, including films of classified information which Wennerstrom's maid had found in his villa. The trial is expected to last four weeks.

The maximum sentence that he can draw is life imprisonment. NEA Official Urges 5-Year Teacher Training Program CHICAGO (AP) An official of the National Educational Association has called for at least five and eventually a six- year program for teachers. T.M. Stinnett, NEA assistant executive secretary for professional development, said Monday "it does not seem reasonable to suppose that teacher education should continue to do business at the same old stand." Four years of preparation are traditional for a teaching degree. Stinnett told a meeting of ihe North Central Association of Colleges and Secondary Schools that "we have struggled for a century and a half to get our standards for admission to teaching in the lower schools to the bachelor's degree level.

Enhance Status "Only in the last decade has this inadequate goal brought into general acceptance and virtual achievement," he said. He said the fifth year of college training for teachers would enhance the status of teaching as a profession. "In the past," Stinnett said, "we have projected an image of a non-descript profession, even of an incompetent one by our tolerance of indefensibly low standards for admission to practice." At the same time, he said, other professions have moved tip to minimum requirement of five, six or seven years of university preparation. 'Will Come' Stinnett predicted that five- year teaching programs "will not come quickly, but it will come in time." He said eventually a sixth year of study, to be devoted to a full-time full-paid internment, would become an infv-jral part of the teacher education program. Another speaker at the NCA which is holding its annual four day convention in Chicago, sah the average ability level ol youth entering college since World War II has been stable.

Dr. Robert J. Havighurst p-qfessor of education at the University of Chicago, explained that the relative stability in student ability in the face of a "tremendous increase" in the numbers of students reflects the fact that colleges attrac students from the upper half of high school graduating classes. Abdullah, the "Lion of Kashmir" who had been prime minister of the state until Nehru integrated it into India, was released in the town of Jammu, in the southwestern section of Kashmir, the government radio said. Also set free were 13 other men arrested in 1953 on charges that they worked to break the state away from India and join it with Moslem Pakistan or to form an independent state. A huge cheering crowd welcomed the 14 freed men, throwing garlands around their necks and shouting, "Long live Moslem-Hindu unity," the radio said. Abdullah languished in jail nine years before he was brought to trial.

The trial dragged on inconclusively and Abdullah's case became a cause around which neighboring Pakistan and dissatisfied elements within Kashmir rallied. The Indian government announced on April 1 the charges against the imprisoned nationalists would be dropped and that they would be released to stabilize the tense political situation in Kashmir. Nehru is thought to have gotten a firm guarantee from Abdullah that the nationalists will not resume their agitation against India.
