Both Peimann and Miller voted against the proposal. All the directors said they weren't happy with the decision, but because Santa Ynez's wastewater capacity has been running over 95 percent for several months, they felt it was necessary to stall new hookups. Also, since a new wastewater treatment plant seems to be a step closer to reality, they felt the suspension wouldn't last very long. SANTA YNEZ Though it's still in the planning stages, the Santa Ynez Community Service District board of directors discussed the possibility of a new bingo hall at the Chumash Casino and selling the reservation additional wastewater capacity. Manager Ron Larson said that as of Tuesday night, the tribal council had not met on the subject, but he wanted the directors input because it will create more wastewater, Director Richard Miller said the initial building will be "an outside pavilion," almost a tent-like structure.

But President Scott Peimann added that later on a two-story building will be built which will double the casino's floor space and increase wastewater from the reservation. "Well, we can sell them more capacity" once the community worked to keep the Trinity and Catholic channel, but to no avail. At St. Paul the Apostle in Pismo Beach, fliers were distributed to parishioners with addresses and phone numbers where protests could be lodged. "But by the time the church heard about the changes, it was too late," said Barbara Zaremba, one of the parishioners who wanted badly to retain TBN and the Catholic channel.

"People need it." Zaremba said the station was especially helpful for those who are homebound and can't physically get to Mass. Smith said a Sonic customer survey showed that the Faith and Values programming, made up of 60 different religious groups, appeals to a wider audience. And the general manager, who has also received complaints by country music fans upset the Nashville Network was moved to premium pay areas only, was philosophical about the discontent. "'You're going to have complaints no matter what your do," he said. "Even if you just move a station from one channel to another." Like others who are outside Son-ic's premium pay areas, Ramirez can pick up KTA by purchasing a small switch.

Others can get the station, channel 96, with the help of a converter box or cable-ready television. But Ramirez complains Sonic has made few special efforts to make sure Spanish-speaking customers understand the steps they need to take to pick up the station which broadcasts local news and community events. "It's too complicated," she said. "For me, I'm probably going to go down and buy the switch and hook it up. But it's a lot of hassle for those people who don't speak English.

I find it hard to believe that Sonic's not taking steps to inform the Spanish-speaking community. They need a bilingual department." But Smith said Sonic did take steps to get out the word about upcoming changes by mailing notice to their customers weeks before they occurred. And KTA itself did a story on the changes once they took effect, Smith said. Even before the Dec. 31 programming changes took effect, some in the south county Catholic SAN LUIS OBISPO Sonic Cable general manager Jeff Smith is quick to say it's inevitable that when programming changes are made, complaints will follow.

So it's not surprising that some south San Luis Obispo County residents were upset when the Christian-based Trinity Broadcast Network and the Catholic channel were replaced by the inter-denominational Faith and Values channel. And though most in the Latino community applaud the fact that the Santa Maria-based KTA-TV Spanish language television station is back on the air after a two-year hiatus, Sonic still drew criticism from those who believe many Latinos are still unaware that KTA is back on the air. Also troubling to some is that system deficiencies in Nipomo and Oceano mean special equipment may be needed to pick up the channel. "We need to raise the awareness," said Oceano resident Gloria Ramirez, the former president of the Latino Outreach Council. "A lot of people don't even know they can get KTA."
