After such registration, no transfer of bonds shall be valid unless made on said books by the registered owner, or his duly authorized attorney, and similarly endorsed; but such bonds may be discharged from registration by being so transferred to bearer, after which transferability by delivery shall be restored, and thereafter the said bonds shall continue subject to successive registration and transfer to bearer as above. 1 No such registration shall, however, affect the negotiability of the coupons thereto attached, which coupons shall continue to be transferable by delivery notwithstanding any registration of the bond, and said coupons shall be payable at maturity upon presentation thereof: and the principal of said bonds at maturity shall be paid to the registered owner, or his, her, its or their duly au thortzed agent or attorney upon the sur render thereof, or to tne nearer upon presentation there of it the same shall not have been registered. That the tax herein provided shall be collected by the proper officers and shall be considered and used as the atne shall mature; and shall not be used for any other purpose until all of said bonds, with accrued Interest thereon, shall have been fully paid and discharged. Section 9 That the said funds so collected on account of said tax shall be and the same hereby are appropriated for the payment of the Interest on said bonded debt so to be created, and for the creation of a sinking fund for the payment ot said bonds as the same shall mature.

Section 10. That the City Treasurer or other proper orricers or the city are hereby directed to collect said tax in accordance with the law and customs In such case made and provided. Section 1L That If the said tax so levied shall not be collected in each year for the payment of said Interest on said bonds, and the principal thereof as the same shall mature, and as In said bonds and this ordinance provided, then there be and there hereby Is appropriated out of any funds in the hands of the City Treasurer a sufficient amount to pay the Interest on said bonds, or the balance of said Interest, and the sinking fund, or the balance of said sinking fund, as may be found necessary. Section 12. That the full faith and credit of all the taxable property within the limits of the city are and shall continue pledged to the payment of the principal and Interest ot said bonds.

Section 13. That any ordinance or part of ordinance conflicting with the provisions of this ordinance be and the same is hereby repealed, so far as the same affects this ordinance.
