Thursday. McGray said, but the exact charges to users and the tax rate must be adopted by the time the project is 80 per cent complete. During a recent public hearing, when bond consultant Peggy McGilligott and others appeared, a representative of Montgomery Engineers outlined three possible financial plans to pay for the sewers. One placed the full burden of costs on users, another was based on a 16 cent ad valorem tax, and the third proposal cut user fees and suggested a $1.79 tax. McGray received a petition urging support of the sewer proposal last week, from a group of about 50 property owners who live in the District and pay taxes but will not be able to vote on the issue because they are aliens.

The petition was presented by Bernice Flores, representing a group called Comite de Beneficios Mutuos de Nipomo. Court orders halt to Kent State gym WASHINGTON (UPI) Supreme Court Justice William Brennan today temporarily barred construction of a gymnasium on the site where four Kent State students were killed by National Guardsmen in 1970. The construction work had been set to begin this week, but Brennan granted the request for a stay by opponents of the gymnasium who want a memorial built on the site of the deaths during Vietnam War protests. They had fought unsuccessfully through two lower courts to stop the bulldozers while the Interior Department completes a study on whether the site could be designated as a National Historic Landmark. Opponents of the gymnasium asked Brennan to grant the stay after Justice Potter Stewart refused Saturday to hold up construction pending an appeal to the high court from an adverse decision by the 6th U.S. Circuit Court of Appeals.
