James M. Roberts, 44, of W. Mulberry Drive, is accused of claiming more dependents than he was entitled to on the withholding statements to avoid having federal income taxes withheld from his pay. Roberts is to be arraigned on May 20 before U.S.

District Judge William Copple. If convicted, he could be sentenced to a year in prison and fined $500 on each of the four counts. Ten four-year scholarships, five for $2,000 and five for $1,200, will be awarded to Arizona carriers. The program was established by publisher Eugene C. Pulllam in 1956 and since that time 132 Republic carriers have been awarded educational grants totaling $174,000. The Phoenix Fire Department is investigating the possibility of arson in a fire Wednesday in an East High School classroom. A Phoenix Union High School District spokesman said someone set a fire in a social studies classroom Wednesday afternoon. A student discovered the fire about 1:15 p.m., he said. Books, maps and other classroom materials were destroyed and walls scorched, resulting in an estimated $1,000 damage, the spokesman said.

"The fire must have been arson," Fire Capt Richard Pickering said. Pickering credited two unidentified students for preventing more damage. "These two had the presence of mind to get the school fire hose and extinguish the fire. It was out by the time we got to the scene," he said.
