KATOATTTCK KKWS TTJESDAT, OCT. Flood control work" not rtf- elusive responsibility of the Fcder al Government; yet many people are Inclined to criticize Ihe Federal authorities'for'not expediting action on flood control'projects. There Is another side to the picture as Indicated In letter have Just received from Bilg. General Robert J. Fleming, Army New Division (engineer, who FLOOD INSURANCE: This week Commissioner Frank J.

MeistreU of the newly-created Flood Indemnity Administration Is moving full-speed ahead in setting up the mechanics to handle the Federal Government's $2 billion flood insurance program enacted by Congress and approved by the President on August 7 of this year. "This Is an entirely new and untested field of Indemnity prolec lion, and we arc starting from scratch," Commissioner Meislrell said in a statement. The new Agency's lask forces must first complete studies to arrive at a basis for fixing the fees to be charged for flood protection of various types of property in different areas. This is the first time in American history that our citizens have been afforded the opportunity ol Insurance protection agalnsl the hazards of flood (ex cept on property such ris aulomo biles). Previously, private Insur ancc companies have steadfastly refused to offer policies protectini homes, business enterprises, etc, from flood losses.

It seems to me that there are conflicts of 'local interests whEch must be resolved locally. As a general statement, the level of Highland Lake is controlled for the benefit of one firm who water to' generate electric power for Its own operations. Ill is to this interest to maintain the level of the lake as as possible, and this also to the Interest of the recreational users of the lake. This conflicts with the interests of other, property owners down Highland Stream; their interest would better be served by drawing down, the lake somewhat and using this storage capacity to decrease flood surges down the stream. "Soon nfler the August flood, I suggested the lake be drawn down about three feet; this suggestion was rejected.
