MRS. PERRT SHAFFER FROSTBDRG Mary Ellen (Davis) Shaffer, 79, wife of Dr. Perry Shaffer, died Wednesday In Jacksonville, Fla. Besides her husband, she is survived by a daughter, Miss Ellen Koontz, Jacksonville; three brothers, John Davis, Vale Summit; Howard Davis, Midland, and Frank Davis, Frostburg, and a niece, Mrs. Birdie Long Hornung, Jacksonville.

The body arrived at the Hafer Funeral Home yesterday. RUMSEY SERVICES WESTERNPORT Services for Mrs. Mary E. Rumsey, formerly of here, who died May 11 in Wadhing- ton, were held at St. Ann's Church there with burial in Mt.

HICKEY ELK GARDEN James Philip Hlckey, 58, died Friday in Potomac Valley Hospital, Keyser, where he was admitted five months ago. He had been in failing health for several years.

Born September 14, 1893. in Elk Garden, he was a coal miner. His parents were the late James Philip and Hester Ann fTasker) Hlckey. Surviving are his widow, Mrs. Dessie (Wilson) Harvey Hickey, and a son, James P.

Hickey, Emoryville; three sisters. Mrs. John Drop- pieman, Mrs. George Thomas, and Mrs. Frank Jones, and three brothers, John, Charles and Michael Hockey, all of Elk Garden.

Twice married, his first wife was the former Miss Ethel Barger. Tile body is at the home of his brother. John Hockey. Services will be conducted today at 2 p. m.

The observance, sponsored by the Chamber of Commerce, set what Is believed to be an all-time Cumberland record. The final reports, compiled the Clean-up Committee, showed more by more persona than In any other year In local cleanup history. Young and old responded to the clean-up call. Thousands of Cum- berlanders carried out their Individual tasks of cleaning up and fixing their homes.

Family groups devoted their spare time to brightening up neighborhoods. Business and Industrial establishments spruced up their premises and city departments cleaned up streets and alleys and public places. The city street department and local contracting firms Joined forces and equipment to do a thorough "pick-up" Job. Every block In Cumberland was covered. Special honors went to some 8,000 public and parochial nchool students who carried the clean-up drive Into virtually every Cumberland neighborhood.

Clean-Up officials were especially pleased with the results in home Improvement, i factor particularly emphasized during the campaign, not only as a matter of civic pride but as stimulus to business. a result of a city-wide school contest, 258 houses, 405 porches, 415 roofs and 250 fences were repaired. A total of 133 houses were modernized. Cumberland homes sparkled with paint and new wall paper as a result of student participation in the clean-up program. The "paint-up" figures: Houses.
