Two BLANKENBURG IS GIVEN LL. D. DEGREE Mayor of Philadelphia Honored by Lafayette College ASTON, April 2. At the opening exercises of the spring term, Lafayette College today conferred on Mayor Rudolph Blankenburg, of Phil adelphia, the degree of doctors of doctor of. laws.

The 'exercises were hold in Pardee Hall, which was filled with students and Eastonians who came to do honor to Philadelphia's mayor. Prof. F. A. March made the formal recommendation for the He, spoke in glowing terms of the great service of Mr.

Blankenburg to fhe city of Philadelphia and his connection with the Russian relief fund some years ago. Mr. Blankenburg responded with a speech of appreciation and then made the speech of the morning. His Uteme. was the value of education in enabling young men to be of service to their fellows.

FRIDAY MORNING, APRIL 3, 19.14 COUNCIL NAMES ITS NEWMEAUS Fixes Salaries and Number of Appointments in All Departments At an adjourne meeting of council a number of ordinances were introduced creating bureaus In the city departments as follows: Designating the Department of Garbage as the Bureau of Refuse, disposal and fixing the number and compensation of the employes as follows: One inspector at a salary "of $720 a year; weighmaster at $600 and providing that all appointments in this bureau shall be made by council and the salaries of all employes be paid as the salaries of other city, employes are paid. Designating the Departmnet of Health as the Bureau of Health and fixing the number and compensation of employes as follows: Health $2,000 "a year; assistant, food inspector, assistant food inspector, sanitary inspector, $880; two sanitary inspectors each at $600; plumbing inspector, as sistant plumbing inspector, clerk of bureau, $750; clerk to food inspection, $720; scavenger.

An ordinance was introduced cre ating the Bureau of Sewers, replacing the old department of sewers. The employes and salaries for the depart ment are as follows: Chemist, $1,500 a year; sewer foreman, chief engineer, pumping station, $900; two engineers, pumping station, each $840. All appointments in the bureau are to be made by council under such rules as may be adopted, and all employes shall be paid as the other city officials and employes are paid, semimonthly.

The bureau is to be in the department of Councilman Jacob H. McConnell. An ordinance designating the de part of parks as the Bureau of Parks, was introduced. It' will be in charge of Councilman Ruth. The employes and salaries named in the bill are as follows: Engineer, gardener, gardner's helper, $540; watch man, 60o; care taker, t4o; caretaker's; h.elper, $480; .3 policemen, $600; stableman.

FAIRGROUND DOWN TO THREE SITES Wyomissing, Cumru or North Eleventh Street Plot Will be Selected Saturday Three sites for a new fair ground will be reported to an important meeting of the Berks County Agricultural society in Rajah, Temple on Saturday afternoon.

Secretary AJcDermott has obtained options on large tracts in Wyomissing, Cumru township, and on North Eleventh street. Although the committee will make a recommendation, the final decision regarding these three locations will be left to a vote of the expected large attendance. The Reading Railway Company offi cials have been very active in assisting the agricultural society and have offered a tract on North Eleventh street near the Circus Maxfmus containing 30 acres. This tract is located within the city limits, has both railroad arid trolley facilities and would make a most desirable fair grounds. The other tract is located at West Wyomissing, containing 40 acres, has railroad and trolley facilities, has a natural amphitheatre, a mile or a half mile track could be built on this plot and so laid out that one hundred thousand people could view the races without the erection of a grand stand.

The third tract is located in Cumru township, opposite the Reading Iron Works, contains 43 acres, and has Pennsylvania and Reading Railroad facilities. The general publicand Berks county horsemen are invited to be present and to express their views in selection of the grounds. Ifon. A. L.
