As the offense for which the man was convicted was a particularly grave one, the Governor hesitates before acting, and because the young man was a Maine victim the Governor's instincts of patriotism prompt him to pardon him at once. After this year New York will hold biennial sessions of the Legislature, the bill having passed both branches of the Legislature and gone to the Governor. Before the Plumber Comes A Temporary Water Tight Joint. To those of tis who are blessed with comfortable houses over onr heads and full coal cellars and lardera wherewith to maintain the warmth in onr bodies the worst of winter's woes is probably a burst water pipe. Bnt in this catastrophe one need not relapse into helpless waiting for the coming of the plumber. An energetic householder out of his experience recommends meeting the emergency as follows: When a frozen spot is discovered and this will most frequently be found Bt a bend or a depression in the pipe, where the flow of the water is checked the pipe should be examined at once, and if etill found intact the ice should be melted by the external application of hot cloths or a hot "flatiron," and the sooner this is done the better, as the obstruction will gradually spread along the pipe in both directions. If the pipe has burst, it should first of all be emptied so far as possible by opening all taps which are lower down than the fracture.

The ingress of water from the cistern or tank should next be prevented by driving a wooden plug, round which a piece of old duster or similar material has been wrapped, into the. end of the pipe where it projects inside the cistern. This should not be driven in so tight as to be difficult to withdraw. The ice in the pipe may then be melted as already described, a pail or a bath being placed underneath the crack to catch the water as it falls, and when the pipe has been quite freed from ice and water the crack, if the pipe be made of lead or "composition," can be very nearly closed by gently tapping the pipe at both sides so as to draw the fractured edges gradually together again. A watertight joint of a temporary nature can be made by forcing some white lead mixed with boiled linseed oil (calle at the paint shops simply "white into the crack and binding the whole, pipe tightly round with strips of muslin, and to hold this in place the tape coated with india rubber solution, sold in rolls for the use of cyclists in mending punctured tires, will be found very handy.

If the pipo is of iron, the edges of the crack cannot be brought together by any amount of hammering, and the white lead stopping is in order. When this temporary stopping is fixed, it should be left for some hours say during a night to "set" hard. Tho plug inside the cistern may tbeu be removed. If the joint is successful, an extra amount of felt or other covering should be wrapped round the bandage, for the spot is probably one more exposed than the rest of the pipe. Cigarette Smoking Among Women.

A fashioci writer in The Jeweler Circular tells that there appears to te uo doubt that cigarette smoking among women is on the increaso. In any event cigarette cases are now made expressly for tho fair sox. These cases are smaller and lighter in weight than those designed for men.
