The intention of the plotters to discredit the President and his administration to such an extent that the temper of the national convention of 1904 will be po strongly antt-Roosevelt as to' insure the nomination of some other man, thus ignoring the President's claim for that honor.

Mark Hanna has mora to gain from the success of the Republican movement against Mr. Roosevelt than any other Republican. The trusts, whom Mr. Hanna represents in public life, are opposing Mr. Roosevelt strenuously: They fear tie is not to be relied on to do the trust bidding through thick and thin.

They look to Mr. Hanna to encompass Roosevelt's defeat. There is a very strong likelihood that, with Roosevelt out of the way, Hanna would be nominated for the Presidency in 1904. In Washington the belief Is common that there is already an organized movement to make Hanna the Republican standard-bearer two years hence. The obstructionist Republican Senators are using the Cuban reciprocity bill as a weapon with which to injure Mr.

Roosevelt. They are entirely willing that this Government should be compelled to break Its solemn promise to Cuba if by so doing they can belittle Roosevelt and increase Hanna's prestige; The flght is a desperate one, and full of significance of the Republican decadence that makes tuch a fight a development of the situation. Its significance is not lost upon the voters of this country. A party capable of staining the Government's good name in order to make more effective an act of treachery against one of its own leaders does 'not appeal to the people of this country as being worthy of American respect. In Pawtucket, R. the striking street-car employes have been quickly beaten, because they sought to enforce their demands by brickbats and pistols. Out in the coal-regions, the strikers are In restless mood, but the leaders have decided to defer action unutil July 17th, by which time it is Intended to call out all of the bituminous miners as well.

Such action would personally affect more than two million persons: it "would indirectly affect every person in the country, because it would at once bring to a stop the entire coal supply of the United States. Jt is a deplorable condition to look forward to, and it is to be hoped that a settlement will be made before that date. So far, with the exception of sporadic outbreaks here and there, the miners have not resorted to violence. The movement contemplated by the Mayor is neither just nor fair, nor, according to some authorities, is it legal; but neither justness, fairness nor legality are allowed to stand in the way of the overweening greed for graft displayed by the Republican reform he has made a mistake this time. The Bureau of Health of Philadelphia has decided to make vaccination compulsory after July lfith. on the principle that the many must suffer for the few. The Pittsburg Post, commenting on this says: Philadelphia was unable to do anything with her epidemic until the tenements and thickly populated districts were invaded by city physicians supported by police officers.

T'ntil the work had progressed for several days with great vigor the number of new cases multiplied day by day, the number of deaths being exceedingly large. When the general vaccination had proceeded for several days the number of new cases began to decline, demonstrating that though the measure was heroic it was effective. I think we may take it for granted that vaccination is the best preventative of small-pox known to medical science in fact, the only alleged preventative; statistics seem to prove its efficacy. Of course, much must be taken on faith, for it is impossible to prove that any person who has never had small-pox would have had it if he had not been vaccinated. Yet, on the other hand, it is claimed that no-one who has been properly vaccinated has ever contracted the disease.

My personal opinion as to the efficacy of the method is of no value; but It seems proper that we should allow ourselves to be governed by the opinions of the QUIPS OF THE FUNNY PEOPLE imposing change in his appearance.
