The cci tilieate of incorporation of the "Han tiabriel frail Atsociatiou" has been received, and all tbe formalities of tbe incorporation laws being soon complied with we will soon be iv working order. We are not only determined to wipe out every vestige of this ileril tottta (it I may depart from its entomological namo und use my own that better expn uses it) in this valley, hut are as equally uetermined that others shidl do the tame, if there is uny power iv the land that may be sitectsilully invoked to accomplish this purpose. Tbe Board of Supervisors has been invested with the necessary powers to enact aud enforce local regulations or laws necessary to dentroy jassa insects wherever found, and in support of this proposition 1 subjoin the veryubleopininuof Messrs. t'hapmiiu fX Qraves, of Los Augeles: Los Sept. 92J, 1894.

Mr. De Barth Shorb. Daaa Hiai Wo hays consiilered the question submitted to us by you, viz; Whether the Hoard of Supervisors of this county can imike local regulations or laws providing for the destruction of noxious insects and to prevent the spread of the diseases of trees, vines and fruits, etc, and we are of the opiuiuu that the Hoard tins the power. The general jiui and of the Board of Supervisors lire set forth la lbs 35ih -section of the act entitled, "An Act lo Bstablisba Uniform System of Count (Joveruments," approved March 14th, IW3, and the 38th Bubdi vision of that section declares that the Board have power "to provide for the destruction of gopherw, wpiii rels, and other wild animals, noxious weeds, in- Mots injurious to fruit, orfmit trees, or vines, or vegetable or plant life." The power is here plaiuly givvn to the and wo think there is no constitutional objection to the provision of the statute abort quoted. It is of course well settled that the powers intrusted by the people to the Legislature cauuot he delegated by the Legislature to another tribunal, but the Constitution itself has provided that Any County, City, Town or Township may make, and en force within its limits all such local police, sanitary, nnd other regulations us arc uot in (-outlet with general lawn.

Akt. 41, Sko. 11. I'udcr this provision, we think the Hoard of Supervisors have the power to make regulations providing for the destruction of insects injurious to orchards and vineyards, and this without any direct authority from tho Legislature, bo long as Ihe local regulations are not iv coutliet with general lawn. The only serious difficulty in this grows out of toe act of the L-giala inn- entitled, An Act to create und establish a State Hoard nf llorilcultuie and appropriate money for the expenses thereof." Approvsd March 18, 188.1.

The act, after creating thu Hoard gave, or attempted to give to It, the power to make regulations to prevent the spreuit of contagious anioug fruit trees and fruits, and for the prevention, treatment, care and extirpation of fruit pcs Is and diseases of fiuit and fruit trees, which regulations were pub lishedosin the ant directed, are declared lo he binding ou all persons. Hut this net was passed on the 1:1 th duy of March, 1883, while the County government act, by which the power to make regulations on thin subject was given to tbe Board of Supervisors, was passed on the l-Uh day of Match, 1883. If, therefore, the act to create the Hoard of Horticulture is constitutional, which may be doubted, it is superseded, we think, by the County (iovernaient Act. Respectfully yours, CiuviH Chapman, And now gentlemen, members ot the Hoard of Supervisors, are you willing to act iv the premises? Is not the situation gravo enough uot only to ju.stifv but ahsolutely to compel you to take' immediate measures for our relief! If yon think my fears are unfounded or slatenit-nis sisggerated, I will come before your honorable Hoard whenever summoned and bring with mo sample boxes of oranges, lemons, apples, liga, grapes, etc that you may see what this scale is doing; or should you prefer it 1 will take yuu to the infected orchards not far from the Court House ami show you the scale at home and at work. I pruy yon, gentlemeuof thelioardof artieora, that you will not hesitate to exercise the powers in yon vested by reason of any miigivings on the score of popularity with the peoplo or fear of their disapproval.

They have placed their properties in your hands for the purposes of taxation, uud the people in return demand protection. This is the contract between tbe people and the law. If in enforcing this protection prayed for, and in which tbe entire community is interested, a certain measure of damage is temporal! ly inflicted on individuals for their fit ture benefit, you may incur their hostil it), hut this I am sure will not deter you from doing your duty, and, remem ber, gentlemen, "it is not an unusual thing to rind tho stones to the prophets raised by the hands of the sons of the men that slew them." Respectfully, J. Dk Haktii SltoKD. Sau Marino, Sept.

The centre show wiudow on Spring street measures thirty-three feet and Ihe two flanking it leu feet each. The three show windows uu Second street measure eighteen feet. The cashier room will be iv the centre of the main room, which is sixty-six hy one hundred and fifteen feet, wilt be twelve feet square, and afford a comnmudiug iew of the entire field. Across the rear end of the store there will be a balcony of twelve by sixty feef, for a display of the products of the Lm Angeles Woolen Mills.

In the rear of tbe store there are toilet rooms for the male and female employes of the establishment. In ibe southeast corner an elegaut private office is being fitted up, that, like the whole eitablishmeut, is with ele- taste, and with greater regard tv comfort aud convenience than the cost or trouble of getting it just right. The court in the rear of the store nas been laid with patent stone, as has the entire sidewalk in front of the store, on both streets, fur three hundred ami sixty feet. The windows on the south side let in a mellow light in the afternoon, so that during the day time it will be the best lighted store room in the city. The busement, which is the full size of tbe building, will fitted up foi a whole ale department and be well lighted by the numerous windows aud transoms from the court and streets.

Mr. Coulter will make it one of the most palatial mercantile establishments in Southern California aud have the fatisfaction of kuowing that there are but few establishments in the State that will compare with it. It is truly gratifying to witness tbe improvement iv tbe buildings occupied as business houses iv this cily within tbe last few months, aud at the sains time it speaks volumes for our growing and prosperous city.
