I believe York and Wiesner have confirmed the danger of giving scientists the prime voice in weapons selection and in determination of tactics and strategy, I believe-thaLitJsour mili- tary strength and our demon- strated determination to use it which has kept our borders and those of our Western Allies inviolate for more than a decade. Without such strength and determination Russian offensive missiles would still be in Cuba I believe that we should continue every possible search of all avenues toward peace negotiation, and be ever alert to any change in the-international situation "which will permit reasonable reduction of the heavy arms burden.

I believe, in the meantime, that we must maintain a superior military strength, and that civil defense is a vital element of a credible defense posture. Fables, sometimes paradoxically, seem to have greater tenacity 6f life than truth.
