Ryan labels "This Week" "the best on the air right now" and Tim Russert of "Meet the Press" "the hottest host." Snow refuses to rate the competition individually.

Collectively, however, "their flavor is kind of static, polite, genteel, slow As for some critics' contentions that Snow could be "tainted" by his Bush connections, he says: "I've worked for half as many professional politicians as Tim." (Russert's list: former New York Gov. Mario Cuomo and Sen. Daniel Patrick Moynihan, D-NY.) "Fox News Sunday" will broadcast from different Washington loca-. tions before moving to its permanent digs in July. A rotating panel of young, "cutting edge" journalists will be featured each week, Snow says.

much as I love Bob Novak, he won't be doing our While aiming for younger viewers, "Fox News Sunday" may go after a geriatric panelist or two, including the 63-year-old Cuomo "if he's available," Ryan says. Contrary to industry buzz, Cuomo was not Ailes' first choice as host, Ryan adds. Outlook good for 'Boston Common "Boston Common" may be more quasi-smash than genuine hit, considering its time slot between "Friends" and "Seinfeld," but a delighted NBC is already discussing renewing the sitcom for next season. No official word yet on the show, which has ranked among the most-watched five shows. ByGailShister KNIGHT-RIDDER SERVICE -list Washington politicos on a Fox news show? As if.

"It's not like they're being asked to go on 'The says Tony Snow, 40, host of "Fox News Sunday." "If guests figure this is not a serious program, they'll stiff us. But Washington is a fickle town. If the camera's on, they're willing." (Spoken like Rob Lowe!) "Fox News Sunday," first production of fledgling Fox News under new president Roger Ailes, launches April 28. Airing live at 9 a.m., the hourlong "Fox News Sunday" will 'get the jump on NBC's "Meet the Press," ABC's "This Week" and the Nation." The image of his network as a (barely) post-pubescent paradise isn't the only perception hurdle facing Snow. A rabidly conservative col--umnist and former speechwriter for President George Bush, Snow knows that his right-wing image may put off lefties.

"I've spent plenty of time bashing Republicans as well, although it's not a 50-50 split, by any means," says Snow, a substitute host for CNN's "Crossfire" and for Rush Limbaugh on radio. "My first instinct is to be tougher on conservatives, so it doesn't look like I'm playing favorites. Besides, my job is to host, not spout off my opinions. I "If viewers conclude that Fox chairman Rupert Murdoch and I are conspiring to brainwash people, the show will die. I don't even know what his politics are.

We're both conservatives, whatever that means. I only met him once, eight years ago." Competing for guests with the big boys won't be easy, either, says exec producer Marty Ryan, 38. ova" profiles the Yan-omami rain-forest tribe, at 8 on Ch. 2. "3rd Rock from the Sun," which has delivered on its promise as a funny fish-out-of-water comedy, finally sets romantic fire to Dick Solomon and Dr.

Mary Albright, at 8:30 on Ch. 7. "Frontline," which just won a Peabody award for its investigation of the Waco siege, continues an extraordinary season with a profile of Sister Helen Prejean, the basis of Susan Sarandon's Oscar-winning performance in "Dead Man Walking," at 9 on Ch. 2. A button-pushing installment of "Turning Point" profiles Alex Kelly, the privileged Darien, youth who pleaded innocent after being charged with raping two girls, yet went on the lam before trial, spending years as a ski bum in Europe.

Interviewed nine years later, Kelly and his parents, who frequently vacationed with him and even the Swedish girlfriend he met while in Europe explain the man's fugitive life. "I wasn't gonna just sit in a box somewhere," Kelly explains. Desperation born of innocence, or sheer chutzpah? "Turning Point" presents the arguments cogently as Kelly, who eventually surrendered, awaits trial; 10 p.m. on Ch. 5.

Conversely, when Varnado takes out a Polaroid photo of the victim's decaying skull, permanently frozen in a hideous scream, the revision is palpable. Who wouldn't want the perpetrator of such a heinous crime fried? As "Frontline" suggests, more artfully than the movie, the battle over the death penalty is much more than arguing back and forth about morality. "Angel on Death Row while a mawkish title, connotes more than the battle between good and evil.

He might as well have cut their throats too." "Frontline" also uncovered another voice, that of Debbie Morris, a woman who was kidnapped and raped by Willie just three days after the Hathaway slaying.

She survived, and it was her testimony that sealed Willie's fate. Initially, she was extremely annoyed that Sister Prejean didn't speak to her before writing the book. Furthermore, she believed that the nun didn't research the case enough depending solely on what Willie told her after the fact. Morris, like most of us, is deeply ambivalent about the death penalty. "I think the conflict is that I know in my head all of the things, all of the reasons, to be opposed to the death penalty.

But I know that inside me I'm still relieved that Robert Willie is dead, and if I had the power to, I wouldn't bring him back to life." When the program concludes, you're left with a deeper understanding of the criminal, the victims, the victims' families and the spiritual adviser but you're further from any comforting answers. The one conclusion that can be drawn is that if Susan Sarandon won an award for her performance, then we should have a few left over for the Harveys, Debbie Morris and Mike Varnado the stars of this picture. Sister Helen Prejean is scheduled to speak tomorrow at Regis College, Weston, in the student union building at and 7:30 p.m. noon. Highs from 35 to near 45.
