NorthWest 17 Littleton rejects parking plan for Foster Street RR crossing THE BOSTON SUNDAY GLOBE MAY 7, 1995 occasional blasting, but mostly one is struck by its rolling hills and fields of wildflowers. MBTA officials, and those in some other towns, say the regional parking facility would alleviate traffic in communities along the Fitch-burg line, which runs from that city through Leominster, Shirley, Ayer, Littleton, Acton, Concord, Lincoln, Weston, Waltham, Belmont and Cambridge. But Haddad said Foster Street is not suitable. ivioore Tuesday Night May 16th 6:00 pm (class starts at 6:30 refreshments will be served) At Our North Reading Store! Geoff Slater, the MBTA's director of planning, said the agency will work with town officials and the ad-, visory committee to find an acceptable site. "We haven't settled on only the Foster Street site," he said. Slater said Littleton is a good place to establish a regional parking -facility and new station, which would be paid for with $4 million set aside a (State transporation bond last year, because of its proximity to jroutes 2 and 495. will draw people from beyond Littleton, but it will be a moderately sized station with good highway ac-' cess," he said, and parking for 400 to "500 cars. Slater said state officials will have to find a way to have the bond money go to a station and parking -f lot since the appropriation now is designated for a parking structure.

The Foster Street site offers only a sliver of land along the tracks on both sides of the crossing, and has a wooded hill on one side and a meadow, on the other, just in the shadow of the Route 495 overpass. Cars are parked helter-skelter and there is just a small protected area for commuters. As she waited for the train one morning last week, teen-ager Emily Van smiling through braces and shifting her backpack slightly, pointed across the tracks and said she did not want a parking lot in a -3 field there. "I wouldn't want to see them put j- it there. It's all country," she said, a description which could fit most of this town of 7,000 residents.

There are approximately 250 authorized parking spaces at the South Acton station and 400 spaces at the Concord and West Concord stations besides the 40 in Littleton. Officials in all three towns said surrounding streets are clogged with an overflow, although the MBTA plans to add 75 spaces in Concord. Walt Clancy, a member of the Littleton advisory board, said there isn't strong opposition to a site in the town, only on Foster Street "I'm hopeful we can find a site that satisfies both the town and the MBTA," and he, too, leans toward the Route 2 site at the state highway "It takes the traffic out of Littleton and puts it on Route 2, which takes care of our traffic problem and, at the same time, is the answer to the MBTA's problems of a regional facility," he said, adding that the MBTA didn't like the site at first because of the cost of development and access. But he said, "If they want to put in 500 spaces or 1,000 spaces or a garage, that's there for years to come." Slater countered, saying there isn't enough demand for more than 500 spots in Littleton.

The idea of creating a regional park-and-ride facility near routes 2 and 495 was broached last fall by Hugh Lauer, Concord's representative to the MBTA Advisory Board. The Advisory Board has representatives from the 78 cities and towns not including Littleton -that are charged for the service. Apart from trying to reopen the Old Colony Line on the South Shore, MBTA officials say there are no plans to add new stations or expand parking on existing lines. 2 3 REGULAR RETAIL lj GALLON PRICE "You've got a residential area there and you have to be careful of the impact." Still, he said there is support for a regional station, and a survey sent out by the advisory committee has shown relatively few negative responses in initial findings. Haddad said a regional station and parking lot has some benefits.

"You have better convenience for our residents. And you may entice business to move to Littleton. People are looking for a convenient way to get to Boston and a train is a super way. Even if it's a 100-car station, we need something." Littleton now offers those few commuters who can park a free parking spot, avoidance of congestion at other stations and a fare of $3.75 one way into Boston.
