Sched It is a measure of the power of NBC's Thursday prime-time ratings bulldozer that CBS and ABC have more or less decided to roll over and play dead tonight: CBS with a 6-year-old episode of "Murder, She Wrote" (8 p.m., Ch. 4); and ABC with a big-yuks clip-show double feature, "Before They Were Stars" (8 p.m.) and "TV Trivia Challenge" at 9 on Ch. 5. "Martin" marries his sweetheart, Gina, at 8 on Ch.

25. Meanwhile, NBC airs a hilarious "Mad About You" guest starring Eric Stoltz and a surprise cartoon sequence, at 8 on Ch. 7. We'll forgive the network for "Hope Gloria" at 8:30, and click onto "Seinfeld" at 9 on Ch. 7.

"Truly Madly Deeply" is truly one of those films that defies criticism. Sometimes described as "Ghost" for people with a brain, this weepie starring Juliet Stevenson still is an overly manipulative wish-fulfillment fantasy about a woman who has lost her lover then again, I know people who have compared the movie to therapy. "Friends" goes to the delivery room at 9:30 on Ch. 7, But the last word tonight in baby delivery scenes is Quentin Tarantino's, on an episode of "ER" that happily justifies the reputation of Hollywood's bad boy. J. TV loses viewers The 0. J. Simpson trial is in a severe ratings slump. Will ratings improve if the drama picks up again, and the minute examination of procedures and testing ends? Impossible to say, but ever since the Oklahoma City blast (which may have put things in perspective for viewers), ratings have plummeted on the cable networks that offered gavel-to-gavel coverage, especially CNN and A month ago, CNN coverage of the trial accounted for all 15 of basic cable's highest-rated programs; in the week of April 24-30, the trial didn't place among the Top 15 at all, and was beaten by World Wrestling Federation and "The Flintstone Kids," according to ratings released yesterday.

Of course, there was less coverage of the trial as well but the trend is clear. FREDERIC M. BIDDLE Spinning the dial The voice and piano duo of Benjamin Sears and Bradford Conner will talk to Ron Delia Chiesa about Irving Berlin, whose birthday is today, this afternoon at 2:05 p.m. on Music-America on WGBH-FM (89.7). Biddle GLOBE STAFF I aving Quentin Tarantino direct tonight's "ER" was the hippest ratings stunt in this sweeps riiohth, but it also risked becoming the worst stylistic self-parody since Roman Polanski directed "Macbeth." Imagine: The producers sicced a mad-dog director Fiction," "Reservoir who never saw a body part he didn't like onto the Mother's Day episode of America's favorite medical drama. Can another network top this? Not unless someone gets Russ Meyer to direct Dolly Parton's next variety 'special.

Happily, NBC's gift of mischief p.m., Channel 7) dazzles, jammed with enough graphic operating-room glimpses to merit a PG-13 rating, Tarantino's episode nevertheless makes us squirm in the legitimate interest of advancing a plot dense enough to make even an "ER" fan's head spin. "Motherhood" begins with Susan Lewis' sister Chloe (Kathleen Wil-Jwite) getting a life literally, as she gives birth in a hilarious pre-credits sequence that bears Tarantino's stamp of sadism as well as his love of trashy pop music. Valerie Perrine jtlu-ns up as Chloe's mother in her most annoyingly game performance since "Can't Stop the Music." One amazing unbroken take sweeps between operating rooms with a menacing fluidity that would make Hitchcock proud. For all his well-timed nods to the art of gross-out, Tarantino's most accomplished tonight is to further resolve two key characters, Susan Lewis (Sherry Stringfield) and Dr. Peter Benton Eriq LaSalle), who have progressed this season from unidimensional to enigmatic to completely human.

That said, tonight's "ER" may turn some stomachs with its mix of violence and gross-out. Shocking moments include a man impaled on an iron bar, a Boy Scout troupe suffering from diarrhea, a critically injured patient getting punched out on the operating-room table and at least two stomach-to-air projectiles. It's also a tour de force. And amazingly enough, it still isn't the best episode of the season. That distinction belongs to the harrowing March 9 episode directed by Mimi Leder, in which a pregnant woman arrives in the ER with a routine ailment, only to succumb to unlikely and fatal complications.

Only on a series this good could an episode as good as Tarantino's not be the benchmark. And the season finale isn't even until next Thursday. taw nifiiii mui wnaa onou ill i6.ou a.m. on Channels 7 and 10. Scheduled: MTV-host Kennedy; band Faith No More.
