(AP) Gov. Bob Straub and U.S. Rep Al Ullman, participated today i in ceremonies marking the completion of Interstate 80N in Oregon. The dedication was 'in the Baker Valley safety rest area along the highway nine miles west of Baker. The completion of I-80N also marks the completion of the major portions of the interstate system in Oregon.

The system will (link most communities of 50,000 persons or larger together in a nationwide highway system when completed. (AP) Chalmers Jones of Salem will become the new chairman of the Oregon Parole Board, board officials announced today. Jones, 50, will replace William Newell, who will become vice chairman. The selection of a new chairman is part of the normal yearly rotation policy followed by the board for the past several years.

The board has been expanded from three to five members, The other members are Charles Pfeiffer of Salem, Isabel Hempe of Seaside and Ira Blalock of Portland. Before joining the parole board in July 1974, Jones served as the state's ombudsman for eight months. Jones has been state governments since 1955: In September 1971, Jones was appointed by Jacob Tanzer, then director of human resources for the state, as assistant to the director of special programs. A month later, former Gov. Tom McCall appointed him director of the State Office of Economic Opportunity and chairman of the governor's Manpower Planning Council.

The deeds are for state parks which will be included in the John Day Fossil Beds National Monument. SALEM, Ore. (AP) Bills setting the minimum marrying age at 17, designating a section of the Clackamas River as a scenic waterway and appropriating money for state purchase of KVDOTV of Salem have been signed by the governor. The measures were signed Wednesday and announced today by Gov. Bob Straub's office.

SB118 lowers the minimum age for males to marry from 18 to 17 and raises the minimum age for females from 15 to 17. They must have parental consent until they turn 18. Under the old law, a boy had to be 18 with or without parental consent and a girl could marry at 15, 16 or 17 with parental consent. After 18, she needed no consent. Another bill, SB965, makes a 12-mile section of the Clackamas River from Carver to Estacada part of the state's scenic waterway system.

Under SB539, the State Board of Higher Education could purchase KVD0-TV for use as a public broadcasting station. The Legislative Emergency Board could not make any allocation of funds until arrangements for the purchase are approved by the board. The board is authorized to sell general obligation bonds up to $79,000 to provide initial financing. The station is owned by Liberty Communications, Inc. the law expires Jan.

Other bills signed by the governor would: Create a Department of Energy and change the Thermal and Nuclear Energy Council to the Energy Facilities Siting Council (SB483). Increase from 6 to 8 per cent the maximum rate of interest which may be charged on a loan secured by a life insurance policy (HB2353).

State's program opens 15,597 jobs in road construction SALEM, Ore. (AP) An accelerated highway construction program has produced 15,597 jobs for Oregon's sagging construction industry, George Baldwin, GEORGE BALDWIN Director reports on program Salem will parole SALEM, Oregon transportation director, said Wednesday. Gov. Bob' Straub started the program Feb. 11, following President Ford's release of $2 billion in impounded federal highway funds.

Since then, Baldwin said, the Highway Division has contracted for more than 170 highway improvement projects at a total cost of nearly $125 million. "In February," Baldwin said, "the governor asked us to speed up our highway planning and engineering in an attempt to secure $96 million in released federal funds with available state matching funds. "We could then contract $111 million in highway work. We exceeded the target by almost $14 million and did not let one dollar of potential federal funds slip away." All contracts had to be awarded by June 30. Baldwin said Oregon ranked eighth nationally in the competition for the released funds.

Multnomah County received $19.4 million and 2,432 jobs; Lane County will get $15 million and 1,876 jobs; Hood River County, $8.9 million and 1,123 jobs; Coos County, $2.9 million and 368 jobs; Clatsop County, $2.5 million and 317 jobs; Jackson County, $5.1 million and 644 jobs; and Wasco County, $5.1 million and 647 jobs. Group to continue drive to get Mt. Hood Freeway issue on ballot PORTLAND (AP) The Committee to Build Mt. Hood Freeway -Transitway will continue its fight to put the freeway question on Portland's" primary election ballot in May 1967. Gov.

Bob Straub asked the federal government Tuesday to put the funds proposed for the freeway to other uses. Keith Gowing of the Portland Chamber of Commerce said committee members decided after Straub's action to continue their drive anyway. Oregon's share of the system is 737.7 miles, of which 696.02 miles, or 94.7 per cent, has been completed and opened to traffic at an estimated cost of $950.2 million. In Oregon, the federal government pays 92 per cent of the cost of a project while the state pays 8 per cent. In addition to Straub and Ullman, the Oregon congressional delegation and members of the legislature from Baker and Union counties have been invited as well as mayors of communities through which I-80N passes in Oregon.

Straub and Ullman unveiled Oregon's first interpretive display for the Old Oregon Trail. The display, a series of which will be erected in state parks and highway rest areas adjacent to Interstate 80N, will honor the pioneers who opened the Oregon country in the 1840s. Each display will tell the story of the pioneers' trek to the Northwest and will be related to the area in which it is located. The present Interstate 80N, portions of which are called the Old Oregon Trail Highway, closely follows the route taken by the early settlers.
