17 THE BOSTON GLOBE SATURDAY, JANUARY 15, 1994 State Police cover-up alleged in trooper's accident that he did not smell any alcohol on Walsh's breath. Dunn said she was angry when she learned two days later that Walsh was a trooper assigned to the same barracks as Adams, about a mile from the accident scene. The man, who spoke on the condition that his name not be published, said that he was willing to give police a statement, that he had already given a statement to a private investigator working for a lawyer retained by Joly, and that he had spoken with a prosecutor from Reilly's office. At least three other witnesses have given statements to the private investigator corroborating his account, he said.

The witness disputed suggestions that he or any of the other witnesses were uncooperative. "Why wouldn't we cooperate?" he said. "I tried to tell the trooper what happened that night, but he said, 'You didn't see anything. Get out of I was right in back of the guy. I saw the whole thing." Trooper Larry Gillis, a State Police spokesman, described the probe as "a two-pronged investigation," involving State Police and Reilly's was 10 weeks pregnant at the time, and my biggest concern was the baby.

Doreen's left arm was broken so severely that she needed surgery. "Walsh never applied his brakes. After the crash, his car was still pushing my car. He backed up and tried to leave the scene. But the witnesses yelled at him, saying they had his license number.

He got out of his car. He was visibly bombed. He stood at the back of his car, swaying back and forth. When he arrived, I told Trooper Adams not to let the driver get away, because he was drunk." She said that emergency medical technicians who responded to the accident told her that Walsh was unhurt in the crash, and that one EMT said that Walsh appeared to be drunk. Dunn said she was stunned when Adams arrived at Massachusetts General Hospital about two hours later and told her that Walsh had not been arrested, but had been cited only for driving the wrong way.

She said Adams claimed that Walsh was unfamiliar with the area, and "There is no cover-up," said Gillis. "This investigation is far from being over." McDonald, however, said the investigation could not proceed unless witnesses cooperated. The three troopers who are subjects of the separate probes remain on the job. McDonald rejected suggestions that his handling the investigation constituted a conflict of interest, given that the troopers involved are assigned to his barracks. "I suppose you could say there's a conflict, but I don't see one," said McDonald.

"I'm unbiased." Dunn said she and Joly were returning from dinner at a Cambridge restaurant when, shortly before midnight, they saw Walsh's car coming toward them. Dunn said Walsh had knocked over a blinking yellow light at one of the entrances to a rotary where Routes 16 and 99 intersect, then turned left and proceeded through the rotary the wrong way, slamming into her car. "I had my belt on," said Dunn. "My face hit the steering wheel. I Clearance Sale can he be unfamiliar with the area he patrols?" she asked.

"This has been a nightmare," said Dunn. "I've been out of work since the accident I got laid off. The man that hit us didn't miss a day of work." Dunn accused police of dragging their feet. "This happened more than a month ago, and when I called this week the police said they have not even taken statements from the witnesses yet," she said. "I'm not looking for any money.

I just don't want this to be swept under the rug." Authorities, meanwhile, gave conflicting accounts yesterday on the status of the investigation. Lt. John McDonald, commander of the Wellington Circle barracks in Medford, where the troopers involved are assigned, said he is overseeing the State Police investigation. He said the investigation had been stalled by uncooperative witnesses. But one man who witnessed the crash told the Globe yesterday that no one from the State Police has Discredit HOSPITAL Continued from Page 13 was carrying out DMH policy and doing what the department, who are the people in charge of the hospital, wanted to have done," said Shore, who became superintendent of the center in 1976, shortly before reports first surfaced about CIA involvement in LSD experiments at mental hospitals in the 1950s.

John Widdison, a spokesman for the department, said yesterday that the reason the letter from the then-general counsel of the department was not included in the records released to the media was that the department's legal division had decided it was privileged client-attorney information. The Massachusetts public records law contains no exemption for documents to be withheld from a Freedom of Information Act request because of attorney-client privilege, state officials in the public records division said yesterday. Elias said yesterday that the release of records about Mass. Mental's involvement in the CIA-funded LSD experiments has nothing to do with current efforts to downsize Mass. Last summer, Elias also abruptly ended state funding that paid half the salaries of five researchers at Mass. Mental who are also professors at Harvard Medical School. Harvard was left to pick up the tab, Coyle said.

"It seems to me that the process of politics seems to be more important here than the goal, which is to provide the best treatment we can to people with persistent mental illness," Coyle said. "There is absolutely no connection." Among the documents released by the state earlier this week was a 1977 letter in which Shore told CIA officials he "would be just as happy" if the revelations were forgotten. Shore said yesterday that he had repeatedly tried to obtain more detailed information about the 1950s experiments from the CIA. And he noted that when the state requested files on these experiments two weeks ago, he helped Mass. Mental staff with the search. "A full examination of the records indicates that Miles has been quite serious about examining this issue," said Coyle.

Coyle and several sources who asked not to be identified said that in the past year, state officials have taken steps to weaken Mass. Mental, which is nationally known for research and the care of patients with serious mental illnesses such as schizophrenia and manic depression. Elias, for example, has decided to dismantle much of the hospital's inpatient and outpatient services and put those services in the hands of private hospitals or clinics. At the same time, Coyle said, Elias has left intact inpatient and outpatient services at the Lindemann Mental Health Center, a similar state-oper PHOTO COURTESY WBZ TV DAVID COX Missing since Jan. 5 In the incident, 10 Marines were charged with beating another Marine while stationed in Cuba.

Seven of the men charged accepted plea bargains and three went to trial, according to Cox's attorney, Neil Kane. Cox was one of the three and was acquitted of the charges, Kane said, adding that he was allowed to finish his tour of duty with the Marine Corps and later was honorably discharged. Kane said Cox was giving "active consideration" to joining a suit filed in Texas against Castle Rock Entertainment, the movie's producer, by five of the Marines. Kane would not discuss details of the suit, but said some of the lines in the movie were taken verbatim from court-martial proceedings in 1987, which he said is against Navy regulations. Kane, who has known Cox for more than three years, said the disappearance is "extraordinarily out of character." lAAHtiMtiir if 1 I Sh I 1 --ux By Kevin B.

O'Leary CONTRIBUTING REPORTER Police yesterday searched the area around the home of a 27-year-old Natick man who has been missing 10 days and whose experiences in the Marines were said to be depicted in the 1992 movie "A Few Good Men." David Cox was waiting for a phone call about a job offer the morning of Jan. 5. The call came after he disappeared and left behind a paycheck and the keys to his truck, parked in the driveway. He has not been seen or heard from since, according to police, friends, and relatives. Cox is described as 5 feet 8 inches tall and about 165 pounds, with blue eyes and brown hair.

Cox's live-in girlfriend, Elaine Tinsley, 21, said his disappearance is out of character. She said he constantly checks phone messages and is "very good about letting me know where he is." "It's like there was a huge hole in the ground and he fell through it," she said. "Unless he's leading some double life that I don't know about, but I doubt it." Natick Police Sgt. Paul Thompson said police used dogs to search the area around the couple's Water Street home for four hours yesterday morning and found nothing. "It's baffling," Thompson said.

"He appears to have had a lot of things going for him and disappeared. Now the question is why?" He said Natick police will continue to search the area and hope someone may see and recognize Cox and call police. Thompson said Cox was one of the Marines involved in an incident on which the movie was based. Quick, 2-Week Delivery!
