Gelais said that all that was; needed to cash the check was false identification and that he had been given the check by Joe D'Angelo, Bobby Lumenello and another man and that McNamara was an "expert money launderer," according to an affidavit filed in support of a criminal complaint against the four men. For the past year Joseph Savar-ese, 36, of Winthrop, has been working with the FBI in an investigation of counterfeit corporate checks. He was charged Thursday in a seven-count indictment that alleges he and three other men conspired to pass more than $2.8 million in counterfeit corporate checks.

The indictment was second in the case and dramatically increased the amount of money involved in the scheme and the scope of the conspiracy. Also charged are Robert Lumen-ello, 49, of Revere; Armand St. Ge-lais, 52, of Dracut; and Walter Mc-Namara, 53, address unknown. Everyone but McNamara was arrested in February and he is still at large. On Thursday, the state Department of Public Utilities gave union members permission to testify at hearings in Maiden, Braintree and Boston, according to union spokesman Charles McLaughlin. "Working people want giant utilities to know they can't rip us off anymore," he said. "Just like the Massachusetts Water Authority's proposed increase, this rate hike request should certainly be delayed and greatly reduced." DPU officials could not be reached for comment.
