Despite the billions of dollars spent and the continual improvements being made in the American educational system, many adults still question whether it is turning out bettor students The dramatic growth in the amount of education available has resulted in a tripling of young adults graduating with college degrees over the last 30 years. Educators generally acknowledge the praiseworthy efforts that have been made to insure intellectual excellence and creative scholarship in a system of mass education In recent years hundreds of millions of state and federal dollars have been expended putting modem educational methods to work, and extending the entire teaching-learning process far beyond the three Students today are surrounded by a vast, complex technology, and are subjected to a degree of social awareness unknown to earlier generations.

The high illiteracy rate is cited as a glaring example. More than a million young Americans drop out of school each year and one-fourth of the nation's students have serious reading defects. A recent addition to the College Entrance Examination Board's Scholastic Aptitude Test was an elementary quiz on "standard written complaints that past tests had failed to reveal how many high school graduates have not mastered even the basics of expressing thoughts on paper Several reasons have been suggested They include the lowering of the status of writing as an educational subject. Elizabeth Zurek Pamphlet tells how to make your photo report What comes shaped like a little black cigarette box? It can help you get better grades, meet new friends, wow parents, teachers and chums and give you something to remember the good times by.

The answer is a camera, a piece of modern equipment that can be the best friend. If these are some of your goals this fall, get out your camera and resolve to use it. One group of young people who succeed at documenting projects and fun are members of the national 4-H photography project sponsored by Eastman Kodak Company and conducted by the Cooperative Extension Service. Some photos are included in the National 4-H Photo Exhibition shown initially at the 53rd National 4-H Congress in Chicago and now traveling to numerous national and regional 4-H events across the country. Others are among those in newly revised pamphlet.

Reports Make It a concise guide to the art of telling picture stories. The 20-page pamphlet is packed with pictures illustrating science, home economics and clean-up projects, sports activities, social events and other picture report possibilities. In addition, Reports covers good photo technique and guides re port-makers through planning, topic selection, research and other vital aspects of visual organization. Slide and movie presentations as well as hints for photo exhibits are discussed. If your objective this year, like that of the 4-H members, is to "make the best better," your camera and the booklet may be among your best allies.

The pamphlet has a list price of 25 cents. available at many photo retailers. If you find it in your area, you may obtain a copy by sending 25 cents and requesting pamphlet AT-5 from Dept. 454, Eastman Kodak Company, Rochester, N.Y. 14650.
