New York, went through their train- ing, and then patrolled Boston streets with members of that city's, chapter for several months. Back in Manchester, he contact-I ed the Manchester Property Owners, Association and asked if it was interested in helping. Members donated a three-story building in the city's so--called Combat Zone for the chapter's? headquarters. Hayes said he is confident the group will make a difference.

"We want to be a deterrent," he- said. "We want the drug dealers and the street element to be looking over, their shoulders." Johnson said he joined the Angels six years ago after his mother was mugged for the third time. "The biggest enjoyment I get is having someone smile at me after I've helped them, that's the biggest kick for me," he said. Matthew Hayes, 21, of Concord, contacted ithe Angels about starting the Manchester chapter. He said he was alerted to the city's crime problem when he worked for the Census Bureau and interviewed people.

He said many are scared of criminals and tired of being victimized. "I was able to determine there definitely is a need for the Angels he said. Angels in 1984 in Vancouver, B.C. Since then, he has been beaten in Seattle, shot in Portland, and run I over by a car in New York. 'Why does he continue in the organization? "I've seen the difference we can make," he said.

Metz and several other New York members are in New Hampshire for a week or so to recruit and help the eight members of the Manchester chapter get started. One of the New Yorkers is Keith Johnson, who acted as the bodyguard for subway gunman Bernard Goetz during Goetz's trial. Goetz was charged after shooting four, teenagers who approached him on the subway. 1: he said, noting that numerous commendations have been given to Guardian Angels by police departments. Angels plan to meet Tuesday with Manchester Chief Louis Craig to address his concerns, Metz said.

Metz stressed that the Angels are not vigilantes, just concerned Citizens. Hi "We help you help he said. Metz said every recruit goes through months of training in self defense and various crime scenarios. He said all recruits are screened to make sure they do not have "serious" criminal records, or alcohol or drug problems. Metz, 27, joined the Guardian tions, "and didn't get satisfactory answers." Specifically, Driscoll said police want to know who will be in the Manchester chapter, where they come from, what their law enforcement training will consist of, and what kind of liability the city could have if it endorses the group and a member or citizen gets hurt.

The Guardian Angels, started 13 years ago in New York City, have had rocky relationships with many local departments in the 70 cities with chapters. But spokesman Sebastian Metz said that in most cases the rifts have been closed through dialogue and cooperation. "We've had to earn their trust," wdrm welcome from local police. 'We really feel we're doing a pretty good job," Deputy Chief Mark Driscoll said. "We feel that law enforcement is the responsibility of the 'Manchester police and those folks are not needed here." Driscoll said the department was contacted about two months ago by the) New York-based, citizens' crime prevention organization.
