The Legislation provides for the establishment and maintenance of a statewide Enhanced 91 1 Service; for the establishment and maintenance of a dual-party TDDTTY Telephone Message Relay Service Center to be located in the Commonwealth; and for the establishment and maintenance of aTDD and other specialized equipment distribution service for the use of citizens with hearing or speech disabilities. The cost for implementing these programs is to be funded from charges to Directory Assistance.

NET's tariff filing includes charges for calls from residential customers to Directory Assistance which exceed an allowance of ten free calls per month. In addition, it introduces a Variable Customer Dividend to be applied as a direct credit to each residential customer's monthly telephone bill. The Department intends to investigate the reasonableness of the Company's proposal.
