Conoco proposes to construct a plant to make 400 million pounds annually of high density polyethylene by a liquid phase process in the presence of a catalyst. Process wastewater would be mixed with storm water runoff, and routed through numerous systems before being dl charged into the Colorado River. The plant also would have a once-in-24-years storm water basin, which would discharge into Little Boggy Creek, thence through a series of lakes into the Gulf Intracoastal Waterway; thence into East Matagorda Estuary.

Conoco's plant would be located approximately three miles south of Wadsworth, on the west side of State Highway 60. No public hearing is scheduled. However, any affected person who has received notice of the application may request a hearing through the department. Carl Parker of Port Arthur have been appointed to the Navigation Risk Management Study Committee of the Texas Coastal and Marine Council. The committee will study ways to reduce marine transportation accidents in Texas coastal waters. "The Coastal and Marine Council has identified the need to focus attention on minimizing navigation disasters and potential dangers to coastal residents, business ment," Knoaes sam. Portland Rep. Leroy Wlet-lng, who chairs the council, said the study is needed because of incidents such as the Burmah Agate fire, which cost 32 lives and $11 million In cleanup costs, and many other minor accidents.

The study committee will be chaired by Dr. Charles P. Turco of Beaumont and Lake Jackson Sen. James E. "Buster" Brown will chair a committee to obtain financing for the project.
