Veteran WWIIKorea, U.S. Navy. AMHERST Vic Fusia, 77, the winningest football coach ever at the University of Massachusetts at Amherst, died Friday of a heart attack. He was head coach from 1961 to 1970, compiling a record of 59-32-2. He was New England Coach of the Year in 1964, when his team went to the Tangerine Bowl, losing to East Carolina, 14-13.

Mr. Fusia's best season was 1963, when his team went 8-0-1 and outscored its opponents, 265-12. Born in Wilkinsburg, Mr. Fusia was a 1938 graduate of Manhattan College and a Navy veteran of World War II. He coached five years in the Pennsylvania high school system in the 1950s and was an assistant coach at Brown and the University of Pittsburgh before going to UMass.

Mr. Fusia retired from coaching after the 1970 season and remained within the UMass athletic department until retiring in 1982. Mr. Fusia's first wife, the former Joan Cunningham, died in 1981; he leaves his second wife, the former Harvelene Gates; two sons, G. Michael of Hadley, and Mark J.

of San Francisco; a daughter, Carol Fusia Campbell Ramsay of Amherst; a brother, Richard of Ligonier, and two sisters, Kathryn Fusia Ca- William F.Butler, 28 Research assistant in psychology William F. Butler, a research assistant in psychology at several colleges, died Thursday at Children's Hospital in Boston. Mr. Butler, a lifelong resident of Burlington, was 28. A graduate of Burlington High School, Mr.

Butler received his bachelor's degree from the University of Lowell, where he graduated cum laude. He received his master's in psychology from Connecticut College in Hartford in May. He was a research assistant in psychology at the school's Hartford Hospital while working on his doctorate at the time of his death. Mr. Butler also served as a research assistant at both the University of Lowell and Boston College.

He was the past president of the Psychology Club at the University of Lowell and received the school's Outstanding Research Award and Senior Award. Mr. Butler leaves his parents, Joseph P. and Margaret A. (Finch) of Burlington; two brothers, Michael J.

of Lawrence and Keith S. of Burlington; two sisters, MaryAnne Fredrik-son and Michelle T. of Burlington; his maternal grandparents, Jonathan and Helen Finch of Burlington; and his paternal grandmother, Rose Butler of Andover. A funeral Mass will be held today at 10 a.m. in St Margaret's Church, Burlington, followed by burial in Chestnut Hill Cemetery, Burlington.

World Doe ally claims Liberia's top post FREETOWN, Sierra Leone -The Liberian vice president who served under the slain leader, Samuel K. Doe, declared himself president yesterday, further complicating efforts to settle that nation's civil war. The former vice president, Harry Moniba, was the third person claiming to be Liberia's leader. He made the declaration at a news conference in Sierra Leone, the West African nation neighboring Liberia, where he fled the war in September. XAP) Anti-Semitism hit at Polish Masses WARSAW Millions of parishioners heard Poland's Roman Catholic Church denounce anti-Semitism yesterday.

In a pastoral letter read at every Mass, the church asked forgiveness for not doing enough to help Jews during the Holocaust It was the first time that the church, of which about 95 percent of Poles are members, focused in such a major way on fighting the prejudice that has marred Polish-Jewish relations for centuries. The 15-minute message from the bishops' council emphasized theological ties between Catholicism and JudaismjAP) Martin LTracey, 78 Was physician at Lahey Clinic i Dr. Martin L. Tracey, a retired staff physician at the Lahey Clinic in Burlington, died Thursday at Palm Beach Regional Hospital in Florida. He was 78 and lived in Hyannis and West Palm Beach.

Dr. Tracey was born in Providence and graduated from Providence College. He received his medical degree from Jefferson Medical School in Philadelphia. In addition to working on the staff at Lahey, Dr. Tracey owned a private practice in Boston and Fort Worth, before retiring.

Dr. Tracey was a member of the American College of Physicians, the American Gastroenterologist Society and the Florida and Massachusetts Medical Societies. Dr. Tracey leaves his wife, Marion J. (Jones) of Hyannis and West Palm Beach; three daughters, Maureen Timmerman of East Sandwich, Sheila Murphy of East Amherst N.Y., and Ruth Ough of Cotuit; three sons, William D.

of Williams-viUe, Martin Jr. of Miami, and Kevin of Cotuit He also leaves 14 grandchildren. A funeral Mass will be said today at 11 a.m. at Our Lady of Victory Church in Centerviile. The burial will be at St Francis Xavier Cemetery in Centerviile.

C. Francis Hosker, 30 Lynn man was roofer, musician A funeral Mass will be said Wednesday morning at 10 a.m. at St Mary's Church in Lynn for C. Francis Hosker, who died yesterday of cancer. Mr.

Hosker, who was 30, was a lifelong resident of Lynn. A graduate of Lynn English High School, Mr. Hosker played saxophone for the Lynn Public School band and he was a member of the school's stage band. Mr. Hosker was also a graduate of TAD.

Technical Institute in Chelsea. For the last five years, Mr. Hosker had been employed as a roofer for the Aulsen Roofing Co. of Peabody. Mr.

Hosker was a life member of the Boy Scouts of America, affiliated with Troop 28 of Lynn. He was also a communicant of St Mary's. Mr. Hosker leaves his parents, Francis M. and Phyllis C.

(McCai-gue) of Lynn; a sister, Catherine E. Parrott of Deny, N.H.; two aunts, an uncle and a nephew. Burial will be in St. Mary's Cemetery, Lynn. Briefs Turnout is low in Haitian runoff PORT-AU-PRINCE, Haiti -Runoff elections for a National Assembly drew a sparse turnout yesterday, little like the enthusiastic crowds of people who stood in line for hours last month to choose Haiti's first democratically elected president, Rev Jean-Bertrand Aris-tide.

Independent Radio Metropole called yesterday's balloting "timid voter participation." Results from the runoffs were not expected before next Sunday. The coalition headed by Father Aristide, a Roman Catholic priest who champions Haiti's poor, is not expected to control the legislature. (AP) Albania may free political prisoners VIENNA Albania's Communist leadership plans to release hundreds of political prisoners by the end of this month, leaving in jail only those convicted of the most serious crimes, a human rights activist said yesterday. Arben Puto, head of Albania's Forum for the Defense of Human Rights, said "well-informed sources" had told him of the decision to free about 200 prisoners. He did not elaborate, and there was no official confirmation that the releases were planned.

Conley, a firefighter for the city of Boston for more than 30 years, died Friday at New England Sinai Hospital in Stoughton.

He was 67 and lived in Hyde Park. Mr. Conley started working for the city in 1947 as a hose and rubber goods repairman. He was assigned to Ladder 10 of the Boston Fire Department in 1951 and was there until his retirement in 1983. He was also a roofer in the Forest Hills area.

Mr. Conley was born in Forest Hills and attended Boston public schools. He served in the Navy in World War II. He leaves three sons, Leo E. Jr.
