Brezhnev offered Nordic nations a guarantee against Soviet nuclear attack if they proclaim a Northern European "nuclear-free tone," the Tass news agency said Friday. Brezhnev said nuclear weapons had not yet been deployed in northern Europe and it would be a good thing if the region's non-nuclear status was seated and legally formalized," according to the official news agency. "The Soviet Union for its part is prepared to assume an obligation not to use nuclear weapons against the north European countries which will participate in the nuclear-free zone," Tass quoted Brezhnev as saying.

The agency said the president was responding to questions from the Finnish newspaper Suomen Sosiali Demokratti. The paper carried his answers Friday. Non-nuclear countries, Brezhnev said, were those that "renounce the production and acquisition of nuclear weapons and their deployment on their territories." The idea of a Nordic nuclear-free zone was first advanced nearly 20 years ago by Finland, which borders the Soviet Kola Peninsula. The peninsula, most of which lies in the icy reaches above the Arctic Circle, bristles with Soviet nuclear warheads, Western analysts say. Brezhnev gave no indication the Kremlin was prepared to remove its nuclear arms from the peninsula.

Asked if Moscow was willing to make "certain commitments" in Soviet territory bordering the proposed zone, Brezhnev said he would "not rule out possibilities for discussing also the issue of certain other measures concerning our own area where it borders the Nordic nuclear-free zone. "The Soviet Union is ready to discuss this issue with countries concerned." He did not elaborate, according to Tass. The proposed agreement could be reached "by concluding either a multi-lateral agreement or bilateral agreements with each of the countries participating in the zone," Brezhnev said. Finnish government spokesmen said they were studying Brezhnev's remarks, although it was not clear if the Soviet leader was referring to all five Nordic countries, Sweden, Norway, Denmark, Finland and Iceland. Finland closely coordinates its defense and foreign policy with the Kremlin, and Sweden is officially neutral.

Norway, Denmark and Iceland are members of the North Atlantic Treaty Organization, which also includes the United States, although Norway and Denmark have a longstanding policy against stationing nuclear weapons on their soil in peacetime. A nuclear-free zone was first proposed in 1963 by Finnish President Urho Kekkonen, considered the architect of the "Finlandization policy" under which Finland does nothing to aggravate its powerful neighbor the Soviet Union. The zone idea was revived this spring by Norway, apparently in a bid to lure Moscow and Washington back to the nuclear negotiating table. Brezhnev's remarks came three days after he issued a new appeal for nuclear arms talks and laid the blame for the arms race on Washington. Moon, who lives in Tarry-town, N.Y., entered the United States in the early 1970s, "the distant past," Schnee said. "As far as I know it was proper. Schnee said the investigation and reports of possible prosecution were "an example of a situation created by people who would like to discredit the church." He would not identify the people involved. Moon's followers have faced the same kind of persecution that was once focused on Mormons and Mennonites, he said, comparing Moon to Jesus Christ "Look what happened to him." Also, he said, Moon suffers racial prejudice: "Parents are saying, 'This yellow man wants to steal my Parents of some of Moon's followers, claiming their children were unfairly or illegally lured into his camp, have in some cases seized their children from the church and placed them in the care of specialists in "deprogramming" cult members. Asked why the church aroused such opposition, Schnee said, "Whenever there's been an introduction of a new and vital religious force, there's always a reaction." In 1978, the House International Relations Subcommittee called for "a full scale investigation" of possible violations of tax, banking, immigration and foreign agent registration laws by Moon's followers. The panel reported that the church was pot an arm of the South Korean concluded Moon "occasionally submitted to carrying but South Korean government policy to suit his own which included the establishment of his church as a world government. Sun Myung Moon's Unification Church on Friday denounced a federal investigation of Moon's immigration status, saying that he, like Jesus, is persecuted because of his teachings. Unification Church spokesman Jeremiah Schnee called the inquiry "another attempt to discredit the church," which claims it has 4 million members around the world and seeks to unite all people in one religion. Officials at the Justice Department and the Immigration and Naturalization Service said the two-year investigation of Moon and about 1,000 of his followers was continuing and that no decision had been made whether to prosecute Moon. A Justice Department source said officials were investigating whether to deport Moon and his wife for alleged irregularities in their permanent resident alien status. The source, who asked not to be identified, said the allegations center on the controversial South Korean church leader's wife, Hak Ja Han, who was granted permanent resident alien status for occupational reasons.

The source said she had told immigration officials she was a specially trained Korean cook. The source said Moon was granted the same status as a spouse, and if the government deported Moon's wife, he would have to leave as well. The INS said Moon entered the United States on Nov. 23, 1972, and his wife arrived Dec. 2, 1972.

She was granted permanent resident status Feb. 26, 1973, and he got per- manent resident status April 30,1973. ABC News reported Thursday that the Justice Department would begin legal proceedings soon to deport Moon "because of what one source said was 'improperly obtained residential There was no official Justice Department comment.
