The lack of heat in the 50-odd new cars is due to a design flaw in the roof heaters, according to the Massachusetts Bay Transportation Authority.

Officials say a plastic fabric lining the ceiling ducts in the hot-air system has been melting, causing some smoke and making the heaters malfunction. There isa second heater in each car, a radiant system installed near the floor that was found to be working properly. Using just this heating system during a test last month, MBTA officials registered temperatures in the cars between 60 and 65 degrees, with one car a quite nippy 58 degrees. The MBTA's target range for these cars is between 68 and 70 degrees. The new commuter cars are still under warranty, leaving the manufacturer, Bombardier Corp.

of Montreal, responsible for remedying the problem at no cost to the T. An MBTA spokesman said four cars per week will be taken out of sen-ice starting this month and retrofitted with new heating duct material. The also said about 50 more commuter rail cars on order from Bombardier will be delivered with the new, heat-resistant material. Neighborly requests The Boston Transportation Department has asked the MBTA to make several improvements, after holding a series of neighborhood workshops that gave residents a chance to voice their concerns about transit service. Among the requests to the MBTA: Refine the Route 55 bus route, which runs between the Fenway and downtown Boston.

Install sound barriers along rapid-transit lines that run close to residences, especially in East Boston. Provide additional bus serivce to health-care institutions and city departments in the South End-Newmarket area. Give preference to local community groups when choosing vendors for concession stands at the Broadway and Andrew stations on the Red Line. Similar workshops held in 1988 did yield some improvements, including consolidating routes in Mattapan and Brighton. Also, eight bus shelters were installed at five locations and maintenance was upgraded at seven subway stations.

"I can see the state's position, but I don't agree with it," said Martin Hull, a statistician for the MBTA's commuter rail department who has three traffic checkers who collect data and report to him. Hull, who said he received close to $2,000 for his merit pay raise, said the traffic checkers each earned more than he did last year as a result of the arbitration award. "I think it is only logical that as their supervisor, make more than they do," said Hull. Recently, officials began making plans to recover the nonunion raises but have backed off after the employees hired a law firm to fight for their money.

However, some of the affected employees are worried about a possible conflict of interest involving the Boston law firm they hired, since Angoff Goldman Manning Pyle Wanger and Hiatt also represents Local 453 of the Office and Professional Employees International Union, which has 350 middle-managers and technical and professional employees working at the T. Man wounded during robbery TJolice are searching for four men A involved in the shooting of a Dorchester man during an attempted robbery in front of the victim's home Saturday night, a Boston police spokeswoman said.
