The decision was ironed out after Wednesday night's game at a meeting among Palmer, his agent Ron Shapiro and Orioles General Manager Hank Peters. It was to be fcrmallze with an announcement Thursday morning.

A source close to the negotiations between Palmer and the Orioles said prior to the meeting that none of the options made available to the pitcher earlier included staying with the club as an active player. No-Show Record Set MINNEAPOLIS AP) An unofficial major league baseball record for no-shows was set Wednesday in Minneapolis, where 45,517 Metrodome tickets were purchased but not used. A crowd of 6,346 fans paid their way in to watch the Blue Jays rally past Minnesota 8-7. But the paid attendance was 51,863 second highest in the club's 24-year history. A group of Twins Cities business leaders bought the 45,517 tickets as part of a $6 million ticket drive.

They hope to prevent the Twins from jumping cities by boosting attendance over the 2.4 million mark this season. Career in Jeopardy DENVER (AP) Denver Broncos punt returner Rick Upchurch may be informed by the team and its doctors that his football career must end on the ground that continuing in football could result in paralysis for Upchurch, the victim of a neck injury. But Upchurch's lawyer, Richard DeZengremel, said Tuesday Upchurch wants to continue playing and has sought a medical opinion in response to opinions the Broncos organization has -obtained from two doctors, indicating possible paralysis should Upchurch continue playing football. "Rick wants to play," DeZengremel said. "But maybe the Broncos want to cover themselves and not have another Darryl Stingley," he told the Rocky Mountain News.

JIM PALMER Spokesmen for the Broncos said they will meet with Upchurch on Thursday to update him on the issue. Upchurch was unavailable for comment on Tuesday. Comeback Honored NEW YORK (AP) Adrian Dantley of the Utah Jazz, who rebounded from torn wrist ligaments to become the National Basketball Association's scoring champion, was named Wednesday as the NBA's Comeback Player of the Year. Dantley, a 6-foot-5, 210-pound forward and occasional guard from Notre Dame, averaged 30.6 points per game during the 1983-84 season in leading the Jazz to its first winning record (45-37), the championship of the Midwest Division and its first trip to the playoffs. He also was sixth in the league in foul shooting with an .859 percentage.

Cowboys Sign Three DALLAS (AP) Dick Mansperger, player-personnel director for the Seattle Sea hawks, has returned to the scouting department of the Dallas Cowboys, team officials announced Wednesday. The National Football League team also announced the signings of three draft picks to a series of one-year contracts, team spokesman Greg Aiello said.
