For the last two Nielsen rating periods, the weeks of Jan. 7-13 and 14-20, the perennial leader, "All in the Family," has been nosed out of the peak spot by that upstart, the "Walton Family." The margins were fractions of a point in both readings, but the significant thing is that the margin is widening. It was barely 34.0 to 33.8 the first week, but it improved to 32.7 to 31.9 the second week.

Even in December, "Family's" measure was taken by a children's repeat holiday sptcial, "Frosty the Snowman," so it's been a long time since Archie Bunker has been the monarch of his realm. The latest Nielsen sheet also shed some early light on the fate of the mid-season newcomers to the various network slates. The new Superman saga, $6 Million-Man," was the best received, finishing 10th, while "Happy Days," a nostalgic look into the 50s, also made a creditable showing to finish 15th. Opposite "Happy "Maude" for the first time finished lt in its time slot, a fraction behind the NBC transfer, "Adam-12," both plunging out of the top 30. "Dirty Sally" seems to have settled into a strong groove, for it was 22d in its first outing and 20th in its second.

It wasn't enough to dislodge "San-ford Sc Son," its Friday night rival, from the top 10, but it was a good beginning nevertheless. The other yearlings were a bit further down, "Music Country USA" and 'Dr. BelP suspect in phone fraud By Richard Connolly Globe Staff The name has a familiar ring but New England Telephone didn't like the sound of things so US postal inspectors arrested "Dr. Alexander Bell" and disconnected his "line." Details of an alleged scheme to sell telephone credit card codes were disclosed today by John E. Hickey, postal inspector in charge of the Boston Division whose men arrested a man who identified himself as Judee Peter Kikos, 28, of 176 Commonwealth Back Bay.

Kikos, who was arrested yesterday, acknowleded that wasn't a iudee but tht he was born Peter K'kns and legally rhneed h's name to Peter Kikos. He said he was an iinemned electronics ten'rion. Postal inspectors alleged that he was "Dr. Alexander Bell" the name used by someone who inserted a classified ad in a weekly newspaper offering new, 1974 telephone comoany credit card codes for 10 areas across the country for a total of $5. A spokesman for New Fngland Telephone explained that a verifiable check is included in the credit card system to enable a telephone operator to know if a number is valid.

The postal inspectors started the investigation when the telephone company complained about the classified ad signed by "Dr. Bell." Inspectors Frank A. Al-lain, William H. Martin and Alvin F. Lamden, participating in a probe directed by Francis A.

Mc-Avoy, were waiting at the Back Bay office of the newspaper (Phoenix) when "Dr. Bell" picked up his mail yesterday. He appeared before US Magistrate Peter W. Princi yesterday and spent the night in Charles Street Jail in lieu of $2500 bail on a charge of using the mails to defraud. Our chef, our butcher, our baker and our fresh salad maker.
