Danny, the lull-grown sprout of Oscar-winning Ray, is on the first rung; got a contract. He's also got the best of aus- piccs. He's the first actor signed by Artists and Production Associates, Inc.

The men behind the formidable title are Jack Lemmon, producer directors Blake Edwards and Richard Quine and veteran talent executive Max Arnow. I met young Danny in A mow's office. quite a 6-feet-5, 175 pounds, straight black hair, broad, smiling face. He is well-spoken and articulate. The resemblance to Rock Hudson is likely to be seized upon, Rock was just a farm boy when he started said Arnow, know, because 1 tried to get Harry Cohn to sign him.

Mr. Riethmayer, 88-year-old retired farmer, died in a Vernon convalescent home Wednesday. A native of Germany, he had lived in Wilbarger County since he moved from Foard County in 1944. Surviving are four daughters, one son, one sister, two brothers, 21 grandchildren and 28 grandchildren. Named as honorary pall bear-! ers were Fay Eggleston, Karl Haseloff, George Streit, Bill Fleming, C.

A. Streit, Louie Haseloff. W. J. Neisner, Bill Kern, Ewald Schroeder and Herman Gfeller.

Clarkson, 67-year-old Hamburger Queen employe, was killed instantly when a car in which he was a passenger crashed headlong into a pillar under the F-M 433 overpass on U. S. 287 west of Oklaunion Wednesday night. Mr. Clarkson, a native and a former Rock Crossing resident, had lived here since 1928.

Surviving are four sisters, two brothers and a number of nieces and nephews. ADENAUER STILL ILL BONN, Germany (AP) The cold that prevented Chancellor Konrad Adenauer from filling some of his engagements in Washington is still plaguing the West German leader. The 83-year-old chancellor, who returned from Washington Thursday, was confined to his home today. J) By OVID A. MARTIN WASHINGTON (AP) A high government farm official has expressed concern that tion of milk and dairy products the next year or two may undermine or destroy the price support program for these products.

This official, who requested that his name not be used, said the present dairy outlook has many of the aspects of a situation which brought about a collapse 11 years ago in a potato price support program. Potato production kept expanding and price support costs mounted to levels that brought wide criticism. As a consequence. Congress ordered the elimination of potato supports. The official said the current situation indicates one of two things need to be done if the dairy program is to be saved.

One, he said, would be for dairymen to stop increasing production. The other would be for the government to impose production controls. However, the second step could not be taken unless Congress authorized dairy controls. Secretary of Agriculture Orville Freeman sought, such authority at the last session of Congress but failed to get it. Milk production has been increasing while per capita consumption is declining.

As a result, the quantity of surplus dairy products moving into government hands under price supports is increasing sharply. A recent outlook report issued by the economic service predicted a ther increase in 1962 and an even larger rise in government purchases of surpluses. Some critics have blamed Freeman for the situation. They contend that his action last spring of increasing dairy support prices has contributed heavily to the trend in milk output. But administration sources argue the increase would have come about anyway because the dairy industry had undergone a heavy program of culling less productive cows.

These same sources discounted the possibility of a reduction in dairy supports by Freeman next year. They take the position that such action would have little effect on reducing production. 6:00 P. M. LIONS BOWL CROWELL IIIWAY Balloonist Set 15 Records WASHINGTON A Pennsylvania woman's Texas-to-Oklahoma balloon flight last weekend set 15 world records. She had claimed only three. This word was given Thursday by the National Aeronautics Association to Constance Wolf, 56, of Blue Bell.

after a study of the record books. Mrs. Wolf, wife of Alfred Wolf, general counsel of the Aircraft Owners and Pilots Association here, took off from Big Spring at 1:47 a.m. Sunday in a hydrogen- filled balloon 65 feet in diameter. She landed at Boley, at 6 p.m.

Monday to claim these world records for Class A6, the category for balloons of that size: Duration: 40 hours and 13 minutes. Distance: 363.99 miles. Altitude: 13,000 feet. The previous mark for duration of flight was set April 22, 1948, by Soviet balloonist L. Ivanova, at 34 hours, 21 minutes and 36 seconds.

There were no previous distance or altitude records for women. Officials explained that any flight that exceeds records set by larger balloons also is credited with the new marks in the larger categories as well. For that reason, Mrs. Wolf also may claim duration, distance and altitude records for the four larger balloon classes, A7 through A10. Fair Skies Over Nation Fair skies and mild temperatures extended over most of the country today although there were patches of rain, drizzle or snow.

Warm air moved in over the southern Plateau and the southern Rocky Mountain area. Temperatures generally were in the 30s and 40s. Cool temperatures were reported in the northern Plains with readings in the 20s. Severe weather along the Gulf Thursday left considerable property damage but no serious injuries were reported. Homes and buildings were struck by two tornadoes which dipped into two small communities near Pensacola, Fla.

A child was hurt at Galaver, Fla. A twister damaged a few homes and killed several cows in a barn at Ellisville, Miss. Small tornadoes also were reported in southern Louisiana. Heaviest rainfall was reported in the Northwest. The Coquille and Upqua rivers in southwestern Oregon flooded after a rainfall of 452 inches.

Cattle and some families in lowland areas were taken to higher ground. Rain also fell along the Atlantic Coast with several stations in North Carolina reporting more than one inch Thursday night. Snow was reported in parts of Washington, Utah and Montana. Any person firm, corporation, partnership, association, organization or estate of good standing and reputation and interested in the objectives of the Vernon Chamber of Commerce shall be eligible for membership. Section 2 Election to Membership.

Ail memberships shall be subject to the approval of the Board of Directors. Section 3. to Vote Each member, other than an individual (such as a firm corporation, partnership, etc. shall designale one of its active officers or executives to be listed as the official membership representative to exercise for lt the right of balloting on any question at Issue, AH members (individuals, firms, corporations, partnerships, etc.) shall have only one vote regardless of the amount of annua! investment paid. Members who desire may designate one or more additional officers or executives for service on committee; or in other activities subject to appointment, by the Chamber president Section 4.

Membership Investments Minimum annual investment shall be Thirty-Six and Dollars for individuals owning a firm and Twenty-Four and ($34 for Individual membership, payable annually, semi-annually, quarier- ly or monthly In advance. Despite this minimum, however, the annual investment of each member shall be based upon: 1 Financial standings. 2. Volume of business. 3, Ability to pay.

4 Benefits to be derived from the Chamber's work. The Board of Directors shall determine dues for the various applicants for membership and shall have the right to refect any application for membership not proposing a satisfactory amount for annual investment, based on the aforesaid consideration. It shall be the shall file its nominating report, with the manager at least five (5) days after their appointment showing the names of the members nominated If there be no objection from the members so nominated, their and business connections shall then placed alphabetically on the official ballot. Should any member object to his name being placed on the ballot, the nominating committee shall be called upon to supply additional names to take the place of those declining. The general manager shall then prepare and mall to the membership (within 30 days one to each membership, regardless of the amount of annual dues the notice showing the names of the members nominated, (e) Each member has the privilege of wriUng fn two additional nominees on the ballot and returning the additional nominations within the next five days.

Delinquent members of the Chamher shall not have the privilege of nominating or voting The manager shall then notify those nominated of their nomination. If there be no objection from the members nominated their names and business connection shall then be added alphabetically to the original nomination of the committee A ballot will then be prepared containing the names submitted in alphabetical order. This ballot shall be mailed two davs after the deadline for nominations from all members in good standing A nominee must be a Chamber member in good standing Members will be given seven days from the date of mailing in which to refum their marked baliois to the Chamber of Commerce office, either by mail or in person. CAR OVERTURN'S YUMA, Ariz. (AP)- Raymond Butler, 21, of Dallas died Wednesday when his car overturned 50 miles east of Yuma. (ieorjjia lo heck Air Force School ATLANTA. Ga. CAP) Georgia plans to send a group of educators to the Air Force Academy in Colorado in an effort to reduce the number of Georgia youths who fail to meet entry requirements at the academy.

This year 80 of the 114 nominees were disqualified. Dr. Claude Purcell, state school superintendent, said the delegation will be briefed in January on courses high school pupils need in order to qualify. Such voting memberships must be designated and certified to the Chamber of Commerce at the time the multiple memberships are subscribed. All memberships paid to the Chamber of Commerce in excess of five, namely, $125.00, shall be considered as applying on the working capital of the budget.

Section fi, Forfeiture of Membership Any member whose investment remains unpaid for a period of three months after due date shall not be eligible to vote, and a statement covering the unpaid dues and a copy of this section shall thereupon be mailed to such member. If the subscription remains unpaid for a period of six months from due date, the member shall dropped from membership and notice of this fact may be printed in the official publication of the Chamber. The member shall be responsible for the payment of investment until effective dale of his wntten membership cancellation or forfeiture. Section 7. Membership on Continuous Rasis.

Ail memberships shall be on a continuous basis from year to year without renewal and shall automatically continue in force and effect until changed or cancelled by the member by filing written notice to the Chamber, it. being provided that any change in the amount of annual investment of any member shall be subject to the approval of the Board of Directors Any members may resign by submitting written 1 notice of said resignation to the Chamber accompanied by full payment of all membership dues and other obligations that are due at. the date of resignation, ARTICLE IV DIRECTORS Section 1. Personnel Powers and Duties. i The government of the Chamber, the direction of its work and the control of its property and finances shail be vested in a Board of Directors, herein after referred to as consisting of fifteen (15) elected members, which numN'r shall be elected from the membership each year to serve for a term of two years.

No director who has served a full two year term shall be eligible to succeed himself nor to be appointed to fill tiie ed term of any regularly elected director within a period of twelve months following completion of his term as director. The immediate past president shall automatically become a voting member of the Board for one year following his retirement as president. (c) Tiie Board may, at its discretion, name the presidents of local county and area chambers of commerce and junior chamber of commerce to serve as honorary members and in ex-officio capacity, without vote, on the Board of Directors. The Board may adopt such rules and regulations for conducting the business of the Chamber and lor carrying on its work as may be consistent with this constitution and by-laws The Board shall meet at least once each month at such place, date and hour as may he fixed by the Board or by the president if the Board fails to so provide. id The Board shail submit to the membership at the meeting, or by mail, an annual report of the work of the tft The Board of Directors shall have the power to fill all vacancies occuring on the Board between the annual elections, and those so appointed shali fill out the unexpired terms of the persons they suecspd.

Election of Officers. Immediately following the election of new directors, and prior to January 1 the president shall call a meeting of the carry ov er and new directors for the purpose of electing officers (b) In the November Board of Directors meeting the President shall appoint a committee of three holdover directors to act as a nominating committee. This committee will report at the December meeting of the Board a slate of candidates for officers, namely. President, First Vice-President and Treasurer Any poll of the directors will be taken by secret ballot and the individual having the simple majority of votes shail be elected. In case of a tie they shall cast lots.

Section 3. Duties of Officers, PRESIDENT. The president, shall preside at all meetings of the Board of Directors and the membership. He shall be chairman of the executive committee He shall perform all duties incident to his office and recommend such action as he may deem necessary to increase the efficiency and usefulness of the He shall have authority to sign all contracts, notes or other obligations oi the Chamlw and to execute deeds, mortgages or deeds of trust when so authorized by the Board of Directors He shall be an ex-officlo member of all committees. The President shall name all of the necessary standing or special committees needed for the proper functioning of the Chamber subject to approval by the Board, (b) FIRST VICE PRESIDENT The first vice president shall act in the absence or disability of the president, and shall be responsible for whatever duties and assignments given him by the president.

He shall be a member of the executive committee (c) SECOND VICE PRESIDENT The second vice president shall act in the absence or disability of both the president and the first vice president and shall be responsible for whatever duties and assignments given him by the president. He shail be a member oi the executive committee. The second vice president shail be the immediate past president. If the past president is unable to serve the office shall then be filled by a current hoard member. TREASURER The treasurer shall be the custodian of funds of the Chamber and shall have general supervision of all financial requirements of the organization and the collection of its funds He shall furnish such financial reports as may be required by the Board of He shall bo a member of the executive committee GENERAL MANAGER.

The general manager shall be the chief administrative officer of the Chamber shall be his duty and responsibility to employ and dismiss and supervise the work of all He shall be re- sponsible for and have the power to administer the program of work and operations of the organization in accordance with the policies prescribed by the constitution and by-laws, the executive 1 committee and the Board of Directors, He shall supervise the maintenance of all financial and other records, the preparation of ail necessary reports and expenditure of all funds. He shall be an ex-officio member of the Board of Directors and all committees, with the exception of the nominating and election committee He shall tv custodian of the minute book, records documents and seal of the Chamber of Commerce, see that an accurate record Is kept of the meeting of members, directors and committees He shall give proper notice of all meetings and shall attest of all official orders and documents of the corporation. He shali serve as secretary to all committees and meetings but may delegate such duties to a staff assistant when desired He shail see that all who handle funds for the Chamber of Commerce shall be adequately bonded, the cost to be paid by the organization. ARTICLE VI FXEC! nVE COMMITTEE Section 1, Structure In the event the size of the organization and communitv dictate necessity or special assignment, the Board of Directors may institute an executive committee. The powers of this group shail be set by the Board of Directors at the organization of this committee.

The executive committee shall tie composed of the president, as chairman, first and second vice president, the treasurer and general manager. Section 2. Duties. The committee shall be subject to the call of the president, tha general manager or a majority of the executive committee and shall act in an executive capacity between oi tha Board of of ail of shali be kept and submitted to the Board for approval. ARTICLE COMMITTEES Section 1.

Appointment The president shall appoint all exre-pt the executive committee Committees shall be appointed to perform duties pertaining to the Chamber's annual program of activities. Special -h be named when deemed advisable to perform duties of a temporary or unusual character Committees shail he appointed to accurately study and make an unbiased report to the membership on Issues concerning local, state national legislative Importance or of interest to the w'ell being of the private enterprise system These activities will be additions to the rtsruiar program of work set for the organization Section 2. Functions. It shall be function of the committee to carry out the duties and responsibilities assigned to them by the Board of Directors and the program of work. Committees shali not commit on issues affecting the policies of tha Chamber of Commerce unless a specific authority shall have been granted in advance by the Board.

No standing or special committee shall represent the Chamber in advocacy of or In opposition to any matter without the specific confirmation of the Board of Directors, or such confirmation as may be granted under general powers delegated to the by the Board. Meetings of standing or special committees may be called at any time by the president, the chairman or the general manager. Section 3. Termination. Committees may be dissolved by action of the president, subject to the approval the Board of Directors.

ARTICLE VIII MEETINGS Section 1, Annual. The annual membership meeting of the Chamber of Commerce shail be held near the end of fiscal year and as close to January 15 as possible. The final date for the annual meeting shall be set by the Board. Section 2. Special.

The Board of Directors may provide for holding monthly, quarterly, or such other meetings of the Chamber's membership as may be considered necessary or desirable. Section 3, Notice. Notice of the annual meeting or any special membership meetings shail mailed to each member at least five days in advance of such meeting. Section 4 Addresses No one but a member shall address a membership meeting except upon Invitation of the president, directors, or by consent of three-fourths of those present at the meeting. Section 5 Privilege Each member shall be entitled to speak and vote on any subject under consideration at a membership meeting At the discretion of the presiding officer the time allowed for each speaker may be limited.

6 Quorum. Fifty (50) members in good standing shail constitute a quorum at any membership meeting of the Chamber, ARTICLE TX DISBU RSEM ENTS Section 1. Manner. All disbursements of Chamber of Commerce funds shall be made by check except from petty cash. Ail cheks shall be signed by the general manager and duly countersigned by the president or treasurer.

Except for the payment of current bills duly approved by the general manager and incurred as an expense authorised in the established operating budget, no disbursement of funds shall be made unless approved for payment by the executive committee or the Board of Dirtetors. Section 2. The general manager shall be required to submit a monthly financial statement of condition to the Board of Directors at their regular monthly meeting. ARTICLE AUDIT OF ACCOUNTS Section Records-Accounts. An annual audit of the books, records and of the Chamber of Commerce shall be made at the conclusion of each fiscal year, and at such other times as the directors may determine, by a public accountant selected by the directors.

The audit report, when completed, shail submitted to the Board of Directors fof approval. ARTICLE XI REFERENDUM Section 1 Submission.
