"The kids may work 36 hours after school. They could do that between Monday and Thursday," she said.

The bill does not restrict the number of hours a student can work on a school day. State Sen. George Disnard (D-Claremont), sponsor of the literacy bill, said he was concerned with the changes relating to school days. He added that although the bill lost some valued aspects, it still draws attention to the problem of illiteracy and dropouts in New Hampshire. "I was disappointed in the working hours change, because the working hours in the bill's original form had an appeal process," said Disnard, chairman of the Senate Education Committee.

"That's not in there and I have some problems with that." In its original form, the bill would have also allowed students to appeal the number of hours allowable to work. It could have been more than 36 in some instances, and less than 36 in others, depending on need and the student's ability to complete school work, he said. Also cut from the original bill was a provision that would have required persons under 18 years old to pass a literacy test before they could get a driver's license. It was one of the most hotly contested parts of the bill, supported by the governor, but opposed by the New Hampshire National Education Association. Disnard said the parts of the original bill that were deleted by the House and Senate during deliberations, such as tying possession of a driver's license to a minimum competency test, are going to undergo further study in the Senate Education Committee and may reemerge in future legislation.

"I don't know what will come out of the committee," he said. "At least we have something on the books to call people's attention to literacy's importance." The other parts of that bill were major good steps," Freedman said, including the diagnostic screening, literacy development training in kindergarten through 12th grades and funds for pilot dropout prevention programs. Freedman gave high marks to the Legislature's passage of a So cial Security offset bill that would improve retirement systems for teachers and school administra tors. Sununu also signed that bill into law. The bill means that re tirement benefits will no longer be reduced on the basis of accumulated Social Security benefits.

"The major one, from our point of view and from the point of view of the dwindling supply of teach ers and principals the Social Security offset bill that helped the retirement system is going to help keep and help recruit teachers and principals and assistant principals," said Freedman. The New Hampshire National Education Association was equally pleased with passage of the So cial Security offset bill. According to Marilyn Moni- han, NEA New Hampshire presi dent, the bill benefited both teach ers and students because teachers now have competitive retirement benefits and schools will be able to retain the teachers longer. But while teachers were pleased with better retirement benefits, they were concerned about other actions taken in the legislative session, Monihan said.
