Jay Banks, the model for a statue bearing the slogan "One riot, one has died at his home at age 75. Mr. Banks was the model for the Texas Ranger statue inscribed with those words and dedicated at Dallas' Love Field airport in 1960.

A lifelong lawman, he died Monday of arthritis and other complications. Services are planned for Thursday in Garland, with burial in Perrin. During his command of Texas Ranger Company in Dallas, Mr. Banks was called to quiet the disturbances surrounding the integration of schools in Mansfield, Texas, in 1956. His photograph appeared in a Time magazine story on the integration dispute with the caption, "One riot, one Ranger." The phrase "'One riot, one Ranger" originated in a disturbance handled by the elite law enforcement group in the early part of the 20th century and has been ascribed to a number of the legendary lawmen.

Mr. Banks was also the subject of two books, "Legend in Bronze" by Susie Mills and "Cast a Long Shadow" by his daughter, Linda Jay Puckett. After his 1960 retirement from the Rangers, Mr. Banks was police chief in Big Spring, Palestine and Gladewater, Texas. He later was a consultant to the Southern Methodist University department of public safety and helped establish training academies across the state.

He leaves his wife of 46 years, Beulah Dessma Banks; two daughters: and five grandchildren. Elizabeth Choate, 86 Breeder of Sealyham terriers Elizabeth R. (Caswell) Choate, 86, of Danvers, a breeder and trainer of Sealyham terriers, died Monday at her home after a long illness. Mrs. Choate bred and trained the breed for many years at Robin Hill Farm kennels in Danvers.

She won two national championships at the Westminster Dog Shows in the late 1930s. An avid sportswoman, Mrs. Choate wrote extensively about her experiences for many publications, including Atlantic Monthly. Mrs. Choate was married to the late Robert B.

Choate, former publisher of the Boston Herald-1 er, and was a descendant of Mary Chilton, the first woman to live in the Massachusetts Bay Colony. She was a member of the Society of the Mayflower Descendants. Mrs. Choate leaves a daughter, Elizabeth Choate Morrill of Beverly Farms; and two grandchildren. A private memorial service will be held in Southborough.
