This was the question which prompted some City Councilmen to call a meeting yesterday afternoon. Before its end, that meeting had become an extraordinary special session of the City Council; a variety of divergent opinions among councilmen had come to light; and it was voted to ask for a meeting with the County I Commissioners Court in an effort to set up a workable joint County Civil Defense organization.
