Shapp Challenges Water Treatment Spending Cutback HARRISBURG(UPI) --Gov. Milton J. Shapp Wednesday asked President Nixon to reverse his decision to cut $6 bii- Him originally targeted for the war against water pollution. Shapp said the cutback will impede the pace of the state's Clean Streams Program and create a "schizophrenic situation" in which federal water cleanup deadlines cannot be met. Shapp also told a news conference that the state was "prepared to sue in the event the money is not forthcoming" on grounds the President is overstepping his authority.

Nixon has pledged to cut $6 million from the money Congress appropriated for the construction of municipal wastewater treatment plants. The President vetoed the bill in October as inflationary but Congress voted overwhelmingly to override the veto. Shapp said the bill was not inflationary because cleaning up the environment should be considered an investment that will pay for itself. He said it would create hundreds of thousands of jobs, stimulate the economy and new industries to locate in areas of clean en. vironment.

I "Thus, I do not believe, Mr. 'President, that you have the right to contravene this vigorous expression of national priorities by Congress, by Pennsylvanians and by Americans throughout the land," Shapp wrote. "I urge you to release the full amount of financial assistance for this much-needed program Kittonning Duo Hurt in 2-car Auto Crash Kittanning police responded to a two-car accident early this morning which injured two borough drivers and did damage to a West Penn Power utility pole interrupting area service. Reported injured in the mishap was Alberta Adams, 65, of 943 Johnson Kittanning. She was treated for injury to her rib cage and released.

Treated for lacerations and injury to his wrist was Anthony Capone, 21, of 910 Wilson Ave. He was also released. A utility company spokesman said a pole was struck in the incident, blowing a transformer fuse and cutting power from about 2 to 4:45 a.m. in the 600 block of Woodward Ave. and an adjoining street.

Details of the mishap were not complete as of noon today. Spring Church Man Charged in Shooting A Spring Church man has been arrested and released on bond on a charge by Pennsylvania State Police of attempt with intent to kill. Charles S. Love was arrested yesterday, state police said, after he allegedly shot a rifle at Kenneth Clark of Indiana RD 5 in an open field in South Bend Township. The arrest was made at approximately 10 a.m.

by criminal investigator Timothy Hepner. Hepner said the subject was arraigned byfore District IV Magistrate Lisle E. James and released on bond. to enable Pennsylvania and other states to get on with the job as quickly as possible." Death Record Charles F. Reddlnger Charles F.

Reddinger, 87, of Distant died Wednesday afternoon in Brookville Hospital. Born July 24, 1885 in Armstrong County, he was a son of David L. and Caroline (Holben) Reddinger. Surviving are his wife, Bessie (Schreckengost) Reddinger; three sons, Percy, Terry, Kenneth, all of Distant; seven daughters, Mrs. Walter (Celia) Schaeffer, of Clarion, Mrs.

Edgar (Ruby) Allen of Distant, Mrs. Mack (Rosetta) Griffin of New Bethlehem, Mrs. Dale (Florence) Goheen of New Bethlehem RD, Mrs. Quentin (Jennie) Kerr and Mrs. Aldo Giordani, both of Warren, Ohio, Mrs.

Lois Schick of New Bethlehem; a brother, Ed Reddinger of Franklin; two sisters, Mrs. Ralph Campbell of Clarion, Mrs. William Kalafat of Parma, Ohio; 30 grandchildren and 36 great grandchildren. REDDINGER-Friends of Charles F. Reddinger, who died Dec.

3 Walter L. Steffey, 68, of Cowansville RD 1 died at 11:20 a.m. Wednesday in his home after suffering an apparent heart attack. Born Nov. 25, 1904 in East Franklin Township, he was a son of Joseph M.

and Margaret (Rebold) Steffey. Mr. Steffey was a retired employe of Haws Refractories Company at Bridgeburg. Surviving are his wife, Minnie (Ritchey) Steffey; two brothers, Chester A. of Adrian RD 1, Henry G.

of Kittanning RD two sisters, Mrs. Margaret Belle Lineberger of Baltimore Mrs. Merle (Bernice) Patton of Templeton RD 1. STEFFEY-Friends of Walter L. Steffey, who died Dec.

Thursday, Dec. 7, 1972 Police Investigate Theft of Game Traps The larceny of 12 game traps owned by a New Bethlehem RD 1 man was investigated by state police in Kittanning earlier this week. Troopers said Lewis A. Stewart reported the traps taken from a run area, four miles south of New Bethlehem. The owner reportedly set the traps along the run on Dec.

Wrong Driver Identified Driver of a car involved in a South Jefferson Street accident with a truck Monday has been identified as Pam Corbett of 1130 Orr Kittanning. She was indicated as the driver of a car owned by William L. Patton. An earlier Leader-Times report had inadvertently shown Patton as the driver of the car. Police reports show estimates of $150 damage to the truck and $50 damage to the car, not the reverse as indicated in the previous account.

Sagamore Teen Injured In Crash Near South Bend A 17-year-old Sagamore driver was reported to be in satisfactory condition today in the Armstrong County Memorial Hospital, Kittanning, where he was taken following a one-car accident in the earlier morning hours near South Bend. Randall Jewart reportedly received lacerations, multiple abrasions and injuries to both elbows and thighs in an accident which saw his car flip end to end along Route 156. A passenger in Jewart's car, Wayne C. Patterson, 21, also of Sagamore, was reported treated for right thumb, knee and elbow injuries and released. State police in Kittanning said the mishap occurred about 3 a.m.
