With 7:07 left to play, the Chargers tied it 27-27 on Fouts' touchdown pass to Anderson. Los Angeles had taken a 27-20 lead on Hester's second touchdown reception midway through the third period. Earlier in the third quarter, James caught a scoring pass from Fouts and Thomas booted his 23-yard field goal. Allen's score during that period had given the Raiders a 20-13 edge. The 400-yard passing game was the sixth of Fouts' career, an NFL record.

A 4 I MIAMI (AP) Mark Duper Veturned from a seven-game layoff to catch eight passes for 217 yards, including a 50-yard touchdown with 41 seconds left which gave the recharged Miami Dolphins a 21-17 victory oveix the New York Jets Sunday. The 50-yarder, Duper's second long touchdown reception of the day, came two plays after the Jets had rallied to take a 17-14 lead with 1:08 left on a 20-yard pass from Ken to Rocky Klever. 1 Rookie Lorenzo Hampton returned 'the kickoff 39 yards to the Miami 44, and quarterback Dan Marino hit Mark Clayton on a 6-yard pass to set the game-winner. 7 Duper, who said before the game 'he felt his injured left leg was only about 70 percent as strong as normal, "raced past cornerback Bobby Jackson and extended his hands as far as he could to make the catch at about the 20-yard line. He scooted untouched into the end zone.

Duper's 217-yard effort broke the Dolphins single-game record of 210 yards set by Nat Moore against the Jets in 1981. The victory gives Miami a 6-4 Steelers 36, Chiefs 28 KANSAS CITY, Mo. (AP) Louis Lipps got the go-ahead touchdown on a 71-yard punt return and Gary Anderson kicked a team record five field goals as the Pittsburgh Steelers pounded out a 36-28 victory over the fading Kansas City Chiefs. Anderson's five field goals broke his own record for the Steelers, 5-5, who started the day tied with every other team in the crowded AFC Central. It was the sixth loss in a row for Kansas City, 3-7, and assured the Chiefs of a 14th straight non-playoff year.

Todd Spencer and Bob Kohrs threw key blocks for Lipps, who outran punter Jim Arnold down the sideline to give the Steelers a 20-14 lead midway through the second period. Walter Abercrombie capped a seven-play, 79-yard drive with a 2-yard touchdown run to put the Steelers on top 27-14 at intermission. John Stallworth totaled 126 yards receiving, including a remarkable 41-yard catch in the final minutes while falling to the ground to set up Anderson's fifth field goal, a 29-yarder. Deron Cherry gave the Chiefs a 7-0 lead in the opening minutes when he intercepted a David Woodley pass and sped 47 yards to score. Moments later, Woodley connected with Stall-worth on a 13-yard touchdown catch.

Anderson kicked a 35-yard field goal in the first period and began the second quarter with a 31-yarder. Jeff Smith's tackle-breaking 45-, yard touchdown on a pass from Jeff Kenney gave Kansas City a 14-13 lead early in the second period ahead of i Lipps' second touchdown punt return of the year. The Jets slipped to 7-3, leaving them tied with New England for the AFC Eastern Division lead. Marino connected with Duper on a 60-yard bomb in the second quarter and then found Clayton on a 21-yard crossing pattern for another score in the third period. Until the Jets moved 80 yards to the Klever touchdown in a well-executed drive in the closing minutes, the only touchdown the Jets managed against the Miami defense, ranked 24th in the league, came on a 14-yard swing pass from Ken O'Brien to Freeman McNeil late in the third period. The Jets had opened the scoring with a 21-yard field goal by Pat Leahy, but the New York kicker missed three later kicks for 41, 37 and 42 yards. He had hit 13 of his last 14 fieldgoal attempts coming into the game.

Patriots 34, Colts 15 FOXBORO, Mass. (AP) Irving Fryar scored on a 77-yard punt return and a 5-yard pass in less than two minutes of the third quarter to break open a close game and spark the New England Patriots to a 34-15 rout of the error-prone Indianapolis Colts. The Patriots, who won their fifth consecutive game, led 7-6 at halftime, then got 17 points after three third-quarter fumble recoveries. A second-quarter interception by Fred Marion set up one of Steve Grogan's two touchdown passes. New England improved its record to 7-3, while the Colts fell to 3-7 with their fourth loss in five games.

Four plays after Marion recovered a fumble by George Wonsley, Tony Franklin gave the Patriots a 10-6 lead with a 41-yard field goal. Then Fryar, who already had an 85-yard punt return for a touchdown this season, went to work on New England's next series. It started at the Colts' 33-yard line after Johnny Rembert recovered Oliver Williams' fumble. Grogan lofted his scoring pass to Fryar with 7:47 gone in the third quarter to end a nine-play drive. Indianapolis couldn't get a first down on its next possession, forcing Rohn Stark to punt.

Fryar fielded it at his own 23 and burst up the middle to score 9:29 into the period. The Colts reached the Patriots' 34 on their next possession before Don Blackmon recovered Pat Beach's fumble. Tony Collins finished off the ensuing 81-yard drive with a 2-yard touchdown run on the first play of the fourth quarter. Franklin added a 30-yard field goal with 6:37 to play. Owen Gill scored for Inaianapolis with a 1 yard run with 56 seconds left in the game.

The Colts got a safety on the folowing kickoff when Fryar caught it outside the end zone and stepped behind the goal line where he was tackled. "I'd say right now from 70 to 80 percent of the players are being taken care of," said Tony Degrate, the former Texas defensive lineman who won last year's Lombardi Award and was wooed by agents. "That's why you see so many seniors smiling," he told the Dallas Morning News. "A lot of kids are less fortunate, so when they're offered all this illegal stuff, it's their golden opportunity. Of course, they're going to jump on it." National Collegiate Athletic Association rules prohibit an agent to sign a college player before the player's eligibility expires.

Quarterback Dan Fouts, who threw for 436 yards and four touchdowns, steered the Chargers on an 80-yard drive to the winning touchdown after they took the kickoff to begin the overtime. San Diego, snapping a four-year, seven-game losing streak at the hands of the Raiders, sent the game into the extra period when Fouts threw a 14-yard touchdown pass to veteran wide receiver Charlie Joiner with 53 seconds remaining in regulation. That time, the Chargers drove 71 yards in less than a minute to tie the game. The score came after the Raiders took a 34-27 lead with 1:49 left as Marc Wilson connected on his third scoring toss of the ganie, a 24-yarder to Todd Cnristensen. That touchdown pass capped an 84-yard march.

Fouts, who completed 26 of 41 passes on the afternoon, earlier had thrown scoring tosses of 21 yards to Gary Anderson, 34 yards to James, and 10 yards to Wes Chandler. The Chargers' other scoring in regulation came on Bob Thomas field goals of 23 and 34 yards. Wilson, who completed 18 of 32 passes for 297 yards, connected with rookie Jesse Hester on two scoring passes, one of 35 yards and the other of 54. Frank Hawkins and Marcus Allen also scored for the Raiders, both on 1-yard runs. However, San Diego Bengals 27, Browns 10 CINCINNATI (AP) Second-year quarterback Boomer Esiason passed for 262 yards and a touchdown to outshine rival Cleveland rookie Ber-nie Kosar and direct the Cincinnati Bengals to a 27-10 victory over the reeling Browns.

The" Bengals' third consecutive victory kept them in first place in the AFC Central Division with a 5-5 mark. Cleveland, which led the division by two games earlier this season, fell to 4-6 with its fourth loss in a row. Esiason, the top-ranked quarter back in the American Conference, directed a highly accurate passing attack to eclipse Kosar in the first meeting of the two highly acclaimed young quarterbacks. Esiason completed 23 of 33 passes without an interception, going frequently to his backs and tight ends to whittle away yards. Wide receiver Cris Collinsworth accounted for 135 yards on eight catches.

Kosar, the 21-year-old rookie, was 16 of 32 passes for 229 yards in his fifth pro start. However, he was just 9 of 22 for 139 yards going into the games closing minutes. The Bengals now have won the last four games between the intrastate rivals. Neither offense was consistent in the first half, which ended with the Bengals edging ahead 14-7 on a long touchdown drive in the closing minutes. A short punt by Geveland's Jeff Gossett turned the ball over on the Browns' 35-yard line midway through the first quarter.

Esiason chipped away in eight plays climaxed by his 8-yard TD pass to running back James DALLAS (AP) Many of the best college senior athletes in the country may be receiving money and other benefits from agents in a scandal that has been brewing on campuses as long as the controversy over boosters, The Dallas Morning News reported.
