Howe Globe Staff The Massachusetts Bay Transportation Authority has approved plans to build a commuter rail station with 502 parking spaces near Interstate 95 in Attleboro and a police substation at the Washington Street subway stop in Boston.

The $2.6 million rail station, to be located beside the Holiday Inn at the intersection of 1-95 and Newport Avenue In South Attleboro. is expected to be completed by March 1989 and help relieve overcrowding at the existing Attleboro station. MBTA Police Chief Thomas Maloney said the satellite police station on the Orange Line level of MBTA director of operations Jack Leary said that with the device, a driver will be able to flick a switch and roll all six signs -which list more than 40 combinations of destinations on 200 feet of fabric to the same stop, saving time and effort. Leary attributed the expense of the device to "a lot of wiring, and you're talking about an industrial product. You want high reliability." He said similar systems could have cost $30,000 per car.

Reported mixed financial results for the fiscal year ending June 30. The authority finished $3.1 million under its $498.8 million budget, officials said, largely because the drop in interest rates lowered the cost of paying debts. Revenues, although 3.9 percent ahead of fiscal 1986, were $4.3 million less than the $128.3 million expected by the authority. Officials attributed the short-, fall to the fact that the Orange Line's Southwest Corridor opened several months late and that fires that hampered service out of North Station slowed growth in the volume of commuter-rail the Washington Street station, scheduled to open early next spring, will help police respond faster to problems downtown. MBTA police currently are based on Dorchester Avenue In South Boston.

The $936,000 facility, which is to be located next to the Tobacco Row kiosk on the Jordan Marsh side of the concourse, will be the 100-member department's first satellite station. Maloney said the 15 to 20 officers who handle the 6 p.m.-2 a.m. shift patrolling trains and downtown stations will work out of the new station. An officer will be stationed at the front desk all day, Maloney said, "to give the public direct access to the department in a way they currently don't have." The MBTA's directors last week also: Voted to buy devices at a cost of $6,686 per trolley to ensure that all six signs on each of 50 new Green Line trolleys list the same destination. Some existing trolleys carry signs that conflict with each other.

The new Japanese-made vehicles are scheduled to begin service this year. Of Nearly 5,500 of the suspensions ordered this year were for motorists convicted of three speeding violations within a calendar year an offense that carries a mandatory 30-day license suspension.

Although the suspension for three or more speeding violations within a year is mandatory, the vast majority of repeat speeders have for years escaped being penalized because records were on paper and the Registry lacked manpower to sort through them, Connelly said. As word of the tougher enforcement spreads. Connelly said the computer might serve as an added deterrent to motorists who aren't swayed to slow down by automobile insurance surcharges levied against speeders. The Registry could not provide a total breakdown of the violations committed by motorists who have had their licenses suspended or revoked because it compiles information only on enforcement of speeding and drunken-driving laws. Associated Press Driver licenses are being suspended or revoked in Massachusetts at a record rate, thanks to a new computer system being used by the Registry of Motor Vehicles.

"We have calculated that the suspensions are being handed out at a rate 800 percent higher than the previous three-year average," Registry spokeswoman Kathi Connelly said last week. "A major reason for the Increase Is definitely the new computer, especially in cases like speeding where the computer has to calculate multiple convictions in order to notify a person of a suspension," she said. The Registry has suspended or revoked nearly 200,000 licenses since the computer went into operation in October, enforcing motor vehicle laws against speeders and motorists who have committed a wide range of other violations, including refusing or failing blood-alcohol tests. In contrast, a total of 27,000 licenses were suspended or revoked from January 1986 until the computer was installed. course, we 11 till any other prescription just as last.

Arguments he gave In favor of light-rail vehicles, also known as LRVs, over buses were their ability to carry more passengers and to move faster and their environmental advantages over buses in generating less air pollution and noise.

The proposal submitted by the Massachusetts Bay Transportation Authority included outlines for use of LRVs, trackless trolleys or buses. The plan for LRVs called for $38.7 mllliorvto $48 million id federal money. Mayor Flynn sent a letter of protest yesterday to a federal agency that favors buses over Boston's proposal to install light-rail public transportation to replace the old Orange Line. Last week the Urban Mass Transportation Administration rejected the city's $48 million proposal for the Washington Street corridor. The agency suggested buses would be much cheaper.

Richard Doyle, Cambridge-based regional administrator of the US agency, also said light-rail vehicles would be risky as an investment and disrupt the Dudley National Historic District.
