2 Attorneys Run Operations Welfare Recipients Entitled to Free Legal Services Warren enma 3--Leader-Times Kittanning, Pa. Friday, 29, 1773 By JOYCE GEMPERLEIN L-T Staff Reporter If you are one of Armstrong County's 4,420 recipients of welfare, chances are that you may also qualify for free civil legal services. Armstrong Legal Services, has just opened its doors in the Brody Building 318 Market Kittanning. It is an offshoot of Westmoreland Legal Services, an organization based in Greensburg and headed by Floyd Warren. "Our primary function is to render free civil legal services to the indigent and the poor," says Warren.

The Armstrong County program comes with the endorsement of the some cost or be waived. Head attorney for the Armstrong unit is George Kepple, a member of the Armstrong County Bar Association. Camberg, coordinator of Armstrong County Community Action program, says his organization was "instrumental in getting the program," having made the original application. Thomas McGinley of 696 N. Water Street, Kittanning. The budget of the program in Armstrong County about $50,000 according to Mr. Camberg will be shared by federal, state, and local agencies. Approximately 75 per cent will be federally funded, about 15 per cent provided by the state, and the remaining 10 per cent by Armstrong County Community Action.

Of that toal, Mr. Camberg stated, about $9,000 will be' paid to the Greensburg office for administrative and executive costs. Persons wishing to inquire about a case, Kepple stresses, or even find out if their problem is a legal one, should call the office for an appointment. He also advises that several criteria must be met before a case may be handled. Among those are: --certification by the Department of Welfare that the case is an active one or that the person is entitled to Welfare.

--assistance only to those receiving cash grant benefits from DPW or those on medical assistance. --handling only if the case is a civil matter. Criminal cases must be referred to the Public Defender. --certainly that the case is not a fee- generating one. If the applicant has a case that would generate funds from which an attorney can be paid, it will be turned over to outside counsel.

--inability to pay for an indigent divorce, ones previously handled by the entire Bar on a rotating basis, will be paid by the defendant's husband if he is capable of payment. GEORGE KEPPLE Insect Plays Hob With Hemlock Trees Severe damage to hemlock trees has been found in several areas of Armstrong County, Armstrong County Agricultural Agent William R. King says. Many trees have been completely defoliated by larvae of an insect known as the hemlock looper. The greatest damage to date has been found in areas of Wayne, Redbank, Boggs and Mahoning townships.

"The adult moth" says King "has tan to gray wings, which expand to a little more than one inch. The larvae is grayish-green flecked with black spots. The larvae of 'worm' stage generally appears in July to late September. This is the period in which damage occurs. "In a forested area there is no practical or economical means of control.

Unfortunately, hemlock trees that are completely defoliated are dead. If any use is to be made of the timber of these trees, they should be salvaged now. Secondary insects and diseases will eventually destroy them. Trees only Monday, July 2, at 8 P.M. in the Punxsutawney Jr.

"In such instances, fishing for bluegills to reduce their numbers can be considered to be good pond management. "If you start with fairly good bass and bluegill balance, you can help maintain it with proper angling. Instead of selectively removing only bass, bluegills should also be removed in a certain ration or proportion to the bass.

This is best done on a weight.basis," says King. "As a general rule, six to eight pounds of bluegills should be removed from the pond for each pound of bass. "Keeping track of the weights of the catches from your small pond will require some time and effort but it will pay off in terms of better fishing and larger fish for a longer period of time. "Ponds need management and what better way is there to manage a pond than by going fishing," adds King.
