Security Council resolution authorizing the use of force, Baker said. He said the consultations would last a week to 10 days, adding: "Don't hold me to suchatimeframe." Canada now has three warships and a squadron of CF-18 jet fighter planes in the region helping enforce a United Nations trade embargo against Iraq for its Aug. 2 invasion of Kuwait. The ships and jets are backed by hundreds of support personnel. Asked whether Canada would send more military personnel to the Persian Gulf region, Clark told reporters: "I said at the U.N.

some weeks ago that Canada has not ruled out any options with regard to actions we might take with regard to the gulf. "We are contemplating no change in the nature or the number of Canadians who might be there in a military capacity and we were not requested to consider that today in conversations. "But I make the point that we have ruled out no options. If it is the view of the government of Canada that there are things that we can do to make the very remarkable coalition in that region more effective we will take those actions." On his talks with Clark, Baker said: "I know we agree that the objec HAMILTON, Bermuda (AP) -Secretary of State James A. Baker III on Tuesday said Iraq was sitting on the "economic lifeline" of the world and had to be stopped from bringing about a recession and costing American jobs.

Baker spoke after a meeting here with Canadian External Affairs Minister Joe Clark, who said the United States had not asked Canada to increase its military contribution to multinational force deployed against Iraq in the gulf region. Clark did not rule out an expanded Canadian military role. He said Canada would support a U.N. Security Council resolution authorizing use of force against Iraq, if one is drafted. Baker said the United States is working toward such a resolution.

"The economic lifeline of the industrial world runs from the gulf and we cannot permit a dictator such as this to sit astride that economic lifeline," Baker said at a meeting with reporters. "And to bring it down to the level of the average American citizen, let me say that means jobs. If you want to sum it up in one word, it's jobs. Because an economic recession worldwide, caused by the control of one nation, one dictator, if you will, of the West's economic lifeline, will result in the loss of jobs on the part of American citizens." Clark stopped in Bermuda on his way to London to be briefed by Baker on the state secretary's recent trip to key U.S. allies in the Arab world and Europe.

Baker's tour was part of a diplomatic effort to maintain unity of the allies confronting Iraq in a bid to force Baghdad from Kuwait.
