"The-summer program gives the- biggest and best return of any budget money spent," Shuster said in a talk before Kit- anning Rotary Club. He added that about $2,500 is actually used in the borough's playground program, the rest of the recreational budget being spent in the Kittanning park. Shuster told Rotarians two playgrounds are operated, one borough owned on N.

Jefferson St. and the other through co operation of the school board near the Senior High School. "Children are uppermost in the minds of council recreation is regarded," Shuster said, adding' that the playgrounds are not without their critics. He cited neighborhood cooperation, however, pointing out that families near the N. Jefferson St.

playground helped to keep the facility open during the summer. The school district was forced to drop its recreation program and prior to the borough starting its own. The councilman said that more tennis area is planned for the N. Jefferson St. playground.
