On local budgets lARLY LAST week, the Canyon School Board passed a budget fof next year which includes a 9.295) tax increase.

A week or so from now, the Randall County commissioners court is expected to pass a budget which will include no tax increase. About those budgets, a few notes: Brutalized by the state legislature a year ago, the school district has had to face the hard job of deciding whether the public will stand for a substantial tax increase this year, not only to meet demands but also to replace the funds cut by the legislature. The has decided to hold taxes to a minimum, primarily by cutting services and programs. Unfortunately, there has historically been very little fat in the CISD budget. For at least a decade, the board has mandated strict austerity.

By voting to cut back even further and to raise taxes the minimum, the board has put itself in the position of putting off for later years restoration of funds cut this year, and the capital improvements needed to replace worn out equipment. Growth in real expenditures to enhance programs will have to wait for an even later time. And by putting all those things off for the future, the board has exercised a little wishful thinking. The board has to hope that inflation will continue, because inflation will continue to increase values on property. Higher property values mean higher tax income, likewise, the board has to hope for a speedy end to the recession, so that new growth can take place, because new property values also lead to higher overall tax income.

And in the meantime, the board is in the (See BUDGKTS, Page 3) Problems OF a special governmental-type entity is probably the best compromise available to oversee and run an ambulance service for Canyon and the rural area, given the intractable stance of the hospital bonrd. The South Randall County Hospital District board and the Canyon city commission, who agreed two weeks ago to join together to form the separate agency were so elated at reaching the compromise, though, they may have failed to deal with some issues which could have significance in the future.
