'Greatest Need' Brooks told C-ochran the deferment would "insure earliest possible completion of the highway in the area of greatest usage and, consequently, the greatest need." Albert Spann, division engineer for the U.S. Bureau of Public Roads, said (he governor's letter Indicated he apparently felt the $4.4 million could be used for construction in Omaha.

Hans Jensen of Aurora has- urged Gov. Ralph Brooks to "immediately appoint" a fact-finding committee to look into the Nebraska public power controversy. Jensen said if such a committee and the governor decide it is necessary, a special session of the Legislature should be called to deal with the power matter. "I believe that it is of extreme importance that the power dispute which' is raging and has been raging for some time in Nebraska be settled and that they come to an immediate agreement," Jensen said. He-added: "I believe this because our public power system is being jeopardized 'by this prolonged wrangle over authority." Brooks has said twice that if the power agencies do not get together and solve their problems he may call a tact- finding group that could make recommendations to the Legislature.

"Hundreds of people are waiting for a determination inOmaha and have been for two years and they are getting tired and I don't blame them." Cochran a i the governor's letter is generally in accord with the Highway Dept's program with some exceptions. One was the amount of area so it can proceed with the program in an "orderly manner." 'Would Interrupt' Deferring right of way and preliminary engineering entirely in the Lincoln area would "actually interrupt orderly plans for the whole system," Spann said.

Brooks asked for a reply from Cochran on a timetable by Nov. 20 but Cochran said he could not comply because of the uncertainty of 1961 funds and administrative ceilings by the federal government on how much money can be spent in any given period. Lincoln officials said they had no forewarning of the switch and were not consulted in advance. The governor said that planning and engineering on the Lincoln access was not ready and that Lincoln city authorities had not yet made a decision on location planning.
