This has been strongly, evident in the last two meetings of the committee, which broke up with no action taken, At the last session no action was taken despite the effort of the. committee chairman Rep.

Horton Hounlree, who favors the bill, to prod the committee into acting. An Associated Press survey in which 15 of the 22 committee embers were contacted showed six strongly favoring Ihe Senate bill with three opposed and six others undecided. The strongest opposition came from legislators from the congressional 4lh District. These legislators are unhappy about the bill because it would 'shift Democratic Orange County into the 2nd District and leave Democratic Rep. Nick Galifianakis more vulnerable to Republican attack.

One of these legislators was Hop. George Miller, D-Durham, who has come up with an alternate plan that he says would result in a lower population variation among districts than provided in the Scnalc. bill. The Miller proposal would shiTl 27 counties from one district to another as compared with 10 thot would be shifted under the Senate bill. -Miller's plan also would place two Republican congressmen.
