Home rule cities may chose their own form of government, but general law cities must select from plans provided by the Legislature.

Charters cannot contradict the constitution or state law. Home rule cities have a degree (rf latitude in many areas not permitted in cities operating under general laws. Several methods are provided for writing, rewriting or amending charters. The present charter was written by a commission elected in December of 1970 by Wacoans. The charter the commission drafted was accepted by a vote of 1,705 to 1,546 in a special election Nov.
