A Brandon Training School nurse's complaint has prompted Vermont state officials to take action so training programs do not endanger residents at the school. The Department of Mental Health Thursday released the results of its investigation into charges filed by nurse Theresa Hetzel of Flor-. ence, Vt. Hetzel. who has worked at the state's only residential facility for the mentally retarded for 10 years, charged the state violated the federal Nursing Practice Act when it censored her nurse's notes.
