When they pulled up in front of the police station, according to testimony, Oram's companion ran inside. Oram was confronted on the sidewalk by Doerrer, testimony showed, and Doerrer demanded an explanation for the alleged cutting-off of the motorcyclists.

When Orain suggested that they talk it over in the station, Doerrer, according to DeMichaelis, replied, "We'll talk right here," and took a swing at Oram. Oram, DeMichaelis said, swung back, holding a pen knife in his hand. Doerrer was struck in the neck Just above the breast bone. Inside the station, police observed Doerrer becoming pale and weak and called an ambulance. He died in Melrose-Wakefield Hospital from what medical testimony showed was a severed ascending pericardial aorta, a blood that passes directly behind the top of the breast bone.

Call Collect 415-490-2110. Bellotti urges alternatives to locking people up United Press International Massachusetts Atty. Gen. Francis X. Bellotti told a convention of probation officers in Framingham yesterday that the only way to solve prison overcrowding is to open the doors and let the officers handle the overflow.

Bellotti said he supports alternatives to Imprisonment, including letting probation officers monitor many inmates in facilities that would serve as a kind of "house arrest" instead of jail. "We can no longer afford to ship every inmate to a place of incarceration' he told the Massachusetts Probation Conference. "We have overpopulated all the prisons and exhausted public funding for such programs." Bellotti said the nation's rising crime rate and prison overpopulation will not be stopped by "catch phrases like mandatory sentencing and capital punishment." He said he agrees with the National Advisory Commission on Criminal Justice Standards and Goals that probation is "the brightest hope for corrections." Bellotti cautioned, however, that "no probation system should be permitted to exist that provides refuge for the repeat and violent offender." But he said the Legislature must stop reacting to crime with new sentencing laws that are "unforgiving in their prescribed punishments." Bellotti said the public and government has become determined to punish rather than rehabilitate offenders, but said repeat crime has proved that attitude to be a failure. He said putting more prisoners on probation and letting them stay in halfway houses monitored closely by probation officers is preferable to keeping them incarcerated. The "house arreet" concept, he said, could be monitored "by telephone and random, unscheduled visits.

Those found absent would terminated from probation." LOST So. Boston. 6 yr. old 90 MINUTES WEST of Boston. DISCOVER why the Quabbln area Is the best Investment area in New England.
