ABC News will examine, over two weeks, the subject of crime in America, on "World News Tonight." "Nightline." "The Last Word." "2020." "World News This Morning." "This Week" and "Viewpoint." 'This Week With David Brinkley." on ABC tomorrow morning, will set the stage for the far-reaching examination by placing the subject in historical perspective and outlining the country's current problem with crime. Threlkeld's "Status Report" will examine a different aspect of the problem each evening.

McLean (Mobe Staff WQTV-TV Channel 68) and WSMW-TV (Channel 27). the Boston market's two over-the-air pay TV channels are the center of rumors and reports of a merger of their two subscription services. Star and Preview, and eventual conversion of Ch. 27 to an all-subscription TV station.

Star, carried on Boston's Ch. 68. reportedly is about to be acquired by Preview, which is carried on Worcester's Ch. 27. Preview then would operate the service to Boston customers of Star, us-iflg Ch.

68 transmission facilities, until a switch to Preview in midyear. And Ch. 27 management this week announced that the Preview service is Being expanded by two hours daily on Qh. 27. effective March 1.

but declined comment that Preview will take over completely on July 1, with subsequent loss of the bulk of the Ch. 27 station work force of nearly 100 persons. Star is owned and operated by a California firm that leases Ch. 68 part ifl each day and broadcasts programing in a scrambled audio-visual mode, but which can be decoded by Star subscribers. Star, originally called Sarcase, was launched shortly after Ch.

68 took the airwaves five years ago. Ik was the first subscription TV service In Boston and one of the first in the nation. Channel 68 was founded by Boston Heritage Corp. and went on the air in 1978. Star then Starcase.

and owned by Universal Subscription TV began operations In mid-1979. Ch. 68 became part of the Financial News Network last June, and since has broadcast bell-to-bell coverage of the New York Stock Exchange and other financial reports, from 10 a.m. to 5 p.m. weekdays.

Preview, a subsidiary of Time-Life Corp. which went on the air in late 1980. operates in the same way as Star, using the Worcester station's frequency and transmitter to beam scrambled broadcasts to its customers. Those signals then are de-scrambled by a device attached to individual sets. Many thousands of Preview subscribers live In the Greater Boston area, receiving the scrambled signal on special roof antennae.

Channel 68, which carries financial reports through the day, which can be received on any standard TV set, begins scrambling at 5 p.m. Channel 27, which broadcasts a varied conventional program format until 7 p.m. 3 p.m. on weekends will add two hours of Preview scrambled shows daily, beginning on March 1. according to a station announcement broadcast earlier this week by the station manager.

Brian Higgins. The reported switch to an all-Preview format on July 1 would cost the Jobs of some 60 Ch. 27 station employees none of them Preview workers -leaving some 22 personnel to manage the station and keep it on the air for Preview transmissions. The Preview work force, sales, installation and management primarily, is based in Norwood and would not be affected by the Worcester change-over. Star, which has been losing customers for some months and reportedly is down to some 25.000 clients is rumored to be negotiating to sell its subscriber lists to Preview.

The Preview service then would be offered to the old Star customers using the Ch. 68 broadcast facilities, without service Interruption. Within 90 days of acquiring the Star subscriber lists Preview reportedly would offer those customers the option to switch completely to its service. And while officials of both Preview and Ch. 27 declined comment.

It would appear that new service might originate in Worcester, and on a 24-hour basis. If Ch. 27 goes to an all-subscription, 24-hour-a-day service, it would broadcast at all times in the scrambled mode and would only appear on conventional sets as a distorted visual pattern, accompanied by promotional messages on the audio channel. Market forces and not the government should determine the programs children see. Fowler said in remarks prepared for delivery at Arizona State University In Tempe. A long-standing petition before the FCC criticizes the record of broadcasters on Juvenile programming and asks that the agency require them to screen a minimum number of hours of children's shows.

The Boston-based public interest group Action for Children's Television (ACT) has sued the commissioners for falling to make a decision on its 12-year-old petition. In Boston yesterday, commenting on Fowler's speech. Peggy Charren. president of Action for Children's Television, said she still hopes a requirement that broadcasters run a minimum number of 7W hours of children's programming a week will be imposed by the FCC. She cited figures that children aged 2 to 1 1 watch 26 hours of television a week and those under 5 years 30 hours a week.

"It's interesting that a Reagan Administration appointee to the FCC is urging public television to carry the ball for kids, and at the same time the Reagan budget people are proposing a reduction of the public TV budget from $130 million down to $85 million." Charren said. "Mr. Fowler might better have begun his remarks by calling for a $40 million addition to the Corporation for Public Broacastlng budget, which would be earmarked for children's programming." Fowler, a former lawyer for broadcasters, said he has applied free-market principles whenever possible to areas where government has traditionally regulated. "This means letting viewer judgment, not government, determine which programs appear," Fowler said. In 1974 the FCC said in a policy statement that commercial broadcasters licensed by the FCC have a special obligation to serve the needs of children.

In 1979 the FCC staff said the broadcasters had failed to meet the obligation and recommended remedies, but the commission took no action. Fowler said the staff had failed to consider the contribution of public broadcasting in children's programming, He said the Corporation for Public Broadcasting has increased funding for programs for children and should be given an adequate budget to continue that effort.
