By BARB MANDERFELD Daily News Staff Writer Santa Claus arrived a little early this year in Winona; but instead of delivering toys, he bestowed small bags of marijuana on several city and community officials and organizations. At least 19 such bags have been found around the city and persons were still calling police headquarters late this morning Informing them of their unusual finds.

Santa's early morning activities were first discovered by Policeman Joseph Kry-zer who at 5:35 a.m. called Winona County sheriff's office to say a man had just opened the south side door of police headquarters and thrown a bag inside. Kryzer warned sheriff authorities to watch for such a man. Upon further investigation, Kryzer found another bag in front of the. City Hall door and sheriff's deputies found a bag on their front jail doorsteps.

From then on reports began to pour in all involving one-half ounce plastic bags of green marijuana on which was marked in ink on white adhesive tape: "Marijuana Courtesy of your local pusher." Most of the bags were found on doorsteps as individuals were on their way to work. At least one, however, was found in a residential mailbox which is against postal rules and regulations concerning non-mail material in bexes. Detective Capt. William King said he had field tested some of the samples and fire at 8 p.m. Thursday in Riverside Memorial park.
